Responsibilities

Complete special projects, reviews and analyzes broad, complex, unique, and sensitive procurement and contracting issues and problems involving the full spectrum of acquisition functions related to the acquisition workforce.
Provide technical guidance and assistance on various acquisition matters, including those of an everyday operational nature, unusual complexity, or without precedence.
Provide customer service to the acquisition workforce with consistent information according to established policies and procedures.
Determine a wide range of qualitative and quantitative methods for the review and assessment of complex contracts, procurement policies and regulations, acquisition business systems, and sensitive and/or complex acquisition related issues and problems.
Apply various types of procurement regulations, policies, guidance, and audit techniques concerning the procurement of goods and services in functional areas including health care, facility management, minor construction, consulting, transportation, IT, etc., sufficient to facilitate training and provide independent expert advice.

Participation in the Seasonal Influenza Prevention Program for VHA Health Care Personnel (HCP) is a requirement for all Department of Veterans Affairs HCP.
All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA.
Must be proficient in written and spoken English.
Pre-employment physical examination/evaluation may be required.
Participation in the Coronavirus Disease 2019 (COVID-19) vaccination program is a requirement for all Veterans Health Administration Health Care Personnel (HCP).
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in various acquisition matters to include analyzing acquisition regulations and policies to provide accurate guidance to the acquisition workforce; apply and maintain expert knowledge of Federal Acquisition Regulations, policies, techniques, and procedures sufficient to provide expert guidance on the entire procurement process including pre-award, award, and post-award functions to provide technical, verbal, and/or written guidance and interpretation.
