Responsibilities

Providing leadership, direction and coordination to a professional staff responsible for performing contracting functions.
Serving as a contracting officer and performs a wide range of contract administrative actions from award to contract closeout including but not limited to acquisition planning, solicitation, and negotiation.
Communicating guidance on administrative policies and procedures to resolve differences and accomplish the work of the unit.

Required

Candidates within the Federal Government must provide a copy of their Federal Acquisitions Certification in Contracting (FAC-C) (Professional). Applicants who fail to meet the selective factor are ineligible for further consideration.
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments: Experience serving as a subject matter expert on procurement related activities and providing sound business solutions to customers on major acquisition issues.
Experience executing contract administration from award to close-out to include one of the following: interpreting requirements, scrutinizing proposed modifications, changes, contractor past performance evaluations or contractor claims.
Experience interpreting and applying acquisition regulations, policies and procedures as they relate to organizational and other acquisition activities.
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.

Preferred

Ability to lead, coach and develop staff in accomplishing goals within a complex and changing environment.
Knowledge of procurement activities and processes.
Knowledge of Acquisition laws, Federal Acquisition Regulation (FAR), appropriations law, Office of Management and Budget (OMB) circulars, Office of Federal Procurement Policy (OFPP) directives and policy letters, Government Accountability Office (GAO) decisions, and Executive Orders.
