Responsibilities

Applicant Qualification Reviews: Candidates for announcements and other hiring requests are evaluated based on merit and suitability for positions, in accordance with federal hiring regulations and equal employment opportunity principles. The incumbent reviews applications to determine which candidates meet the minimum qualifications for positions. The initial screening is based on factors such as education required, work experience, and other criteria specified in the job announcement.
Customer Service and Advisory: Provides assistance to managers and applicants, providing information concerning the agency Merit Promotion program. Provides managers, employees, and job applicants with information and interpretations of the agency's recruitment and placement procedures, practices, policies, and guidelines. The issues addressed require substantial interpretation, there is potential for controversy, the issues involve more than one area of Human Resources policy or involve the utilization of an automated staffing system. Coordinates with the Admin Officers on such matters as notifying them of not to exceed (NTE) dates for temporary promotions, temporary appointments, leave without pay NTE, etc.
Personnel Actions: Determines and assigns nature of action codes (NOA) based on type of request and the appropriate authority codes. Processes a full range of official personnel actions, to include but not limited to appointments, promotions, reassignments, separations, adverse actions, details, name changes, leave without pay, return to duty, excepted and temporary appointments, career-conditional or career appointments, transfers, reinstatements). Also processes other more unique type actions such as details to state governments, foreign countries, or international organizations, and a variety of special appointments such as the Visiting Fellowship Program, Experts/Consultants, Presidential Management Interns, Committee Members, IPAs, etc.
HR Systems and Data: Provides technical advice to users and HR staff to ensure timely implementation of new HR subsystems and/or enhancements to the existing system. Provides technical assistance and advice to obtain maximum utilization of the automated.
Records Management: Exercising expertise in planning and implementing the program elements of records management, directives, publications, files equipment, etc., safeguarding information, maintenance, use, and disposition of records. Determines overall files methods, plans and systems; use of files equipment; preservation of records of continuing value; and the systematic elimination of all other records.

Required

US Citizenship is required.
Males born after December 31, 1959 must be registered or exempt from Selective Service.
May be subject to a Background/Security Investigation.
One-year probationary period may be required.
This position may be subject to a Collective Bargaining Agreement.
Time in grade (TIG) must be met within 30 days of the closing date of the announcement.
This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978.
In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace.
To qualify at the GS-7 level: Applicants must have one year of specialized experience at or equivalent to the GS-5 level of difficulty and responsibility in the Federal service.
To qualify at the GS-9 level: Applicants must have one year of specialized experience at or equivalent to the GS-7 level of difficulty and responsibility in the Federal service.
To qualify at the GS-11 level: Applicants must have one year of specialized experience at or equivalent to the GS-9 level of difficulty and responsibility in the Federal service.
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

Preferred

Experience in applying basic principles, concepts, and methodology used in human resources management.
Ability to gather and analyze basic facts and draw conclusions.
Experience in applying fundamentals of Human resources management laws, regulations, and policies.
Ability to resolve issues or problems of a procedural or factual nature.
Experience in applying human management functions to include recruitment and placement functions.
Knowledge of performing records management functions by maintaining, managing, researching and quality control of all personnel records.
