Responsibilities
Prepare comprehensive cost estimates for substation, transmission, and distribution line projects, including labor, materials, equipment, and subcontractor costs.
Develop and submit competitive bids by analyzing RFPs, RFQs, and project specifications while identifying risks and opportunities.
Collaborate with project managers, engineers, and clients to fully understand project scopes and align estimates with client expectations.
Solicit and evaluate quotes from suppliers and subcontractors to ensure accuracy, compliance, and cost competitiveness.
Utilize historical data, market trends, and current cost factors to refine and validate estimates.
Maintain organized records of estimates, cost analyses, and bid submissions for future reference and post-project evaluations.
Work closely with the engineering, construction, and procurement teams to align estimates with operational capabilities and ensure constructability.

Required
Bachelor’s degree in Construction Management, Engineering, or a related field (preferred) or equivalent work experience.
Minimum of 5 years of estimating experience in utility construction, with a focus on substations, transmission lines, and distribution lines.
Familiarity with EPC (Engineering, Procurement, and Construction) project delivery models is a plus.
Strong knowledge of industry standards, regulations, and codes related to power delivery systems.
Proficiency in estimating software (e.g., McCormick, Accubid, or similar) and advanced Excel skills.
Excellent analytical, organizational, and communication skills.
Ability to work under tight deadlines and adapt to changing project requirements.
Familiarity with safety standards and risk management practices in utility construction.
Preferred
Hands-on field experience in utility construction.
Knowledge of local and national permitting and regulatory processes.
Professional certifications such as PMP, AACE, or CPE are a plus.
