Senior Business Analyst (HL7/FHIR/Public Health))

Responsibilities
Inventory and describe multiple public health IT systems at a high level.
Identify opportunities for system interoperability.
Assess the feasibility of making different systems interoperable.
Develop strategic plans for transforming current systems to future states.
Lead the process and execute the majority of the work.
Develop training materials and conduct training sessions.
Work with conceptual and logical data models.
Conduct business process analysis and redesign, including creating flowcharts.
Elicit, analyze, and document requirements.
Translate business requirements into specifications for developers.
Demonstrate software functionality.
Perform software testing, write detailed bug reports, and work closely with developers through fixes and retesting.
Support user acceptance testing by clients, including issue intake, reproduction, triage, bug reporting, and client communication.
Utilize SQL tools to view database schemas and query database tables as necessary.
Perform 'train the trainer' sessions for newly developed software.
Create meeting agendas, lead meetings, and document meeting minutes, decisions, and action items.
Facilitate interdisciplinary workgroups with participants from multiple stakeholder organizations.
Organize and maintain project documentation in an online repository.
Conduct research and write reports related to project objectives, including identifying and describing options, assessing strengths, weaknesses, opportunities, and threats, and recommending courses of action.

Required
Bachelor’s degree and/or relevant professional training.
Consulting experience in custom software development and maintenance/support of enterprise systems.
Experience with Agile methodologies and tools.
Excellent communication skills and high attention to detail.
Strong analytical and problem-solving skills.
Highly motivated self-starter with a proactive mindset.
Ability to collaborate well with other business analysts, software engineers, product owners, and stakeholders.
Works well independently and thrives in a fast-paced, dynamic environment where client needs are rapidly changing.
Comfortable working remotely.
Preferred
Public health informatics experience is preferred. However, healthcare informatics experience can substitute, especially if the candidate has worked with multiple systems that integrate or exchange data with each other.
Supporting electronic data exchange of health information between systems, especially between healthcare institutions and public health agencies.
Working knowledge of HL7 v2, C-CDA, and FHIR.
Familiarity with HL7 implementation guides.
Debugging HL7 messages.
Knowledge of standard terminology including SNOMED-CT, ICD-9-CM, ICD-10, and LOINC.
Understanding of public health disease reporting and case reporting business processes and data requirements.
