Responsibilities

Planning, developing and managing a program of activities for reporting and dissemination of large-scale education assessment or survey information and results.

Leading staff and contractors in production of large-scale statistical and technical studies.

Monitoring technical and administrative status of contracts to ensure useful and timely deliverables and compliance with regulations, and acceptable technical and quality standards.

Engaging in long-range planning in connection with prospective changes, periodic evaluation of program goals, and adjustments to objectives.

One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: Experience providing technical support for the implementation of large-scale education surveys or assessments; Experience managing staff engaged in analysis, reporting, or communication of large-scale education assessments results; Experience coordinating organizational activities with contractors regarding large-scale educational statistics or assessment contracts.

Education cannot be substituted for experience for this position and grade level.

Ability to work effectively with statistical theories, particularly in the area of survey or assessment design and analysis of results.

Ability to lead teams of professional staff and contractors needed for the production of large-scale statistical and technical studies.

Ability to evaluate long-range program objectives in order to recommend prospective solutions or adjustments to policy decision-makers.

Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
