Responsibilities
Must possess supervisory experience in various areas of human resources management; will be responsible for directing, managing, and supervising Human Capital Consultants carrying out multiple operational human resource functions within the lifecycle of human capital management.
To include recruitment and staffing, position classification, payroll/personnel processing, employee benefits, and employee and labor relations, recruiting and selection of executives and executive equivalents.
This position requires skill in project management, supervision, directing, implementation, compliance and evaluation, consultation and advisory services, workforce and succession planning strategies, job analysis, creative talent acquisition methodologies.
Directs, coordinates, and oversees work of subordinate supervisors and employees.
Performs all the traditional job duties and functions of a supervisor to include interviewing and selecting candidates for positions, approving training, and assigning work.
Develops comprehensive performance plans that show strategic alignment, including performance measures and project milestones from talent management action plans to show specific connections to agency objectives.
Conducts timely feedback discussions and performance evaluations and holds employees accountable for results.
Where work is contracted out, performs a wide range of technical input and oversight tasks to include: Analyzes benefits and costs of accomplishing work in-house versus contracting; recommends whether to contract; Provides technical requirements and descriptions of the work to be accomplished; Plans and establishes the work schedules, deadlines, and standards for acceptable work; Coordinates and integrates contractor work schedules and processes with work of subordinates or others; Tracks progress and quality of performance; arranges for subordinates to conduct any required inspections; Decides on the acceptability, rejection, or correction of work products or services, and similar matters which may affect payment to the contractor.
Collaborates with Office of Human Capital (OHC) staff and senior leaders across the agency to develop the agency's Integrated Talent Management Strategy.
Designs, develops, and implements proven strategies and techniques and practices to attract, hire, develop, reward, and retain talent.
Aligns talent management strategies with AmeriCorps and OHC goals and objectives, government-wide performance measures such as GPRAMA and HRstat metrics and develops and promotes the use of sound talent management practices and talent management strategies to support and shape the office's current workforce, while preparing for the future.
Partners with agency strategists, including strategic workforce planner, to develop and implement action plans, such as staffing plan, recruitment plan, restructuring/right-sizing, or succession plan.
Assesses project risks that could impact project success and adoption of changes. Lead change management activities and works to ensure that changes meet the organization's goals.
Provides guidance on evaluation techniques that measure progress and outcomes for program and policy effectiveness.
Adheres to and reviews team performance against the OHC Service Level Agreements and makes recommendations to improve the efficacy and accuracy of the SLAs.
Continuously measures performance against key performance indicators and metrics. Monitors, tracks, and reports progress, adjusting plans, as needed including risk mitigation tactics to address and resolve unforeseen challenges and problems.
Establishes partnership with OPM functionals, other federal and state agencies, educational institutions, and private consulting firms to ensure AmeriCorps has current information and knowledge of HR programs and functions.
Represents the agency in working groups to develop automated HR systems or programs for use throughout AmeriCorps. Services as AmeriCorps point of contact with OPM in the development of new Job Family Classification and Competency Based Qualification Standards.
Adapts and extend established concepts and methods and assesses proposals for innovative alternative approaches from the standpoint of educational soundness, likelihood of success, feasibility, cost, priority, and consistency with overall program objectives of the agency.
Serves as a senior advisor and technical expert in various areas of human capital management.

Required
Must possess supervisory experience in various areas of human resources management.
One year of specialized experience comparable in scope and responsibility to at least the NY-03 pay band, which would be at or equivalent to, the GS-13 level in the Federal Service.
Must possess specialized experience in at least two of the three following areas: Supervising Human Capital Consultants who advise program managers and supervisors in planning for, recruiting and staffing a high-quality federal workforce; Supervising Talent Management and Change Management by designing, developing, and implementing proven strategies, techniques and practices to attract, hire, develop, reward, and retain talent; Supervising and overseeing the development of technical guidance and advice to agency leadership and staff concerning the development and implementation of federal human capital policies, procedures, and programs.
Experience must be clearly documented in the applicant's resume.
You must be a United States Citizen.
A 2-year probationary period is required for new Federal employees and supervisors.
Satisfactory completion of a background investigation.
Must be telework ready.
