Responsibilities
Design, implementation, and operations and maintenance of assigned systems, products, and software components.
Manage and allocate personnel resources to meet mission goals, procurement requirements, establishment of policies and standard operating procedures, develop functional goals and responsibilities and align IT strategies with Business strategies and goals.
Coordinate the resolution of IT problems and incidents within established timelines to include identification of root causes of problems that degrade.
Participate in executive decision-making and provide insight and analysis to Business partners.
Determine goals and objectives that need additional emphasis; determine the best approach or solution for resolving budget shortages; and plan for long range staffing needs, including such matters as whether to contract work out.
Develop and maintain strategic plans.
Lead and oversee budget, staffing, and contracting.
Skill in identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system or product.
Manage large IT software products/projects including modernization of complex IT products in both Cloud and on-premise environments utilizing SAFe, Agile and DevOps methodologies including acquisition, solutioning, development, modernization, integration, enhancement, deployment, and sustainment.

Complete the initial online assessment.
Selectees are required to service a one-year supervisory probationary period if not previously completed in a Federal position.
At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors).
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.
Experience must be IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, Problem Solving.
You must have one year of specialized experience at the next lower GS-grade (or equivalent).
Specialized experience is defined as: Experience managing large IT software products or projects including those involving cloud and on-premise environments and those utilizing Agile, SAFe, and DevOps methodologies.
Experience performing product design, product development, product sustainment, product modernization, technical integrations, and software and service acquisitions.
