Responsibilities

Perform technical and administrative lead duties on a regular and recurring basis for 25% or more of the time by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, adjusting accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments.
Articulates and communicates to the team assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review and establishes deadlines and time frames for completion of assigned work.
Monitors and reports on the status and progress of work, checking on work, checking on work in progress and reviewing completed work to see that instructions and work priorities, methods, deadlines and quality expectations assigned to employees have been met.
Ensures the organization's strategic plan, mission, vision and values are communicated to subordinates and integrated into the assignments, strategies, goals, objectives, work plans and work products and services.
Approves emergency leave for up to three days, eight hours or less for prearranged medical appointments and/or other types of leave as delegated by the supervisor.
Acts in the capacity as the supervisor during his/her short-term absence.
Resolves simple, informal complaints of employees and refers others, such as formal grievances and appeals to the supervisor or appropriate management official.
Represents the team/individual in dealing with the supervisor or manager for the purpose of obtaining resources (e.g., use of overtime or compensatory time, specialized training) and securing needed information or decisions from the supervisor on major work problems or issues that arise affecting work assignments.
Serves as the coach, facilitator and/or negotiator in coordinating team/individual initiatives and in consensus building activities among team members.
Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures, assists the team or individual members in identifying the parameters of viable solution.
Trains or arranges for the training of team members in methods and techniques of team building and working teams to accomplish tasks or projects and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks.
Prepares reports and maintain records of work accomplishments and administrative information as required, and coordinates the preparation, presentation and communication of work-related information to the supervisor.
Employee must obtain and maintain the necessary security clearance for the position.
This position may require work to be performed during hours outside the normal duty schedule.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Positions which perform information security as an inherent, primary purpose of their positions: Information Assurance Certification is a condition of employment.
This position includes information assurance (IA) work as a paramount duty requirement.
Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
A waiver of six-month requirement may be granted per DoD 8570-01-m, C3.2.4.2 or C3.2.4.3.
Failure to receive the proper IA certification may result in removal from this position.

Required

Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting cost, work, and contractor performance.
Ability to lead and manage information systems planning, development, implementation, operation, and maintenance.
Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT Projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance.
Knowledge of principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; including translating functional requirements into technical requirements used for logical design or alternative technologies or approaches.
Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs.
Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to IT work/development efforts.
Ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs.
Knowledge of methods of supervision to hold others accountable for measurable high-quality, timely, and cost-effective results.
Ability to determine objectives, make sound, well-informed, and objective decisions, set priorities, cause change, and accomplish organizational goals.
Ability to plan, organize, and direct the functions of unit and mentor, motivate, and appraise subordinate staff.
