Responsibilities
Lead the planning, execution, and delivery of cloud engineering and AI/ML projects.
Develop detailed project plans, including timelines, resource allocation, and milestones.
Ensure projects are delivered on time, within scope, and within budget.
Work closely with NOAA Fisheries stakeholders to prioritize efforts and determine necessary resources.
Facilitate regular meetings with stakeholders to review project progress, address issues, and align on goals and objectives.
Capture guidance and decisions in work products and deliverables.
Coordinate with cross-functional teams, including cloud engineers, data scientists, cybersecurity experts, and domain specialists.
Assign tasks and responsibilities to team members, ensuring clarity and accountability.
Monitor team performance and provide support and guidance as needed.
Oversee the implementation and management of a centralized management platform to provide visibility and control over the cloud environment.
Supervise the migration, configuration, and deployment of virtual networks according to design specifications.
Develop and manage cloud cost plans based on functional requirements, ensuring cost-effective allocation of resources and adherence to financial constraints
Oversee the transition to higher-value cloud services to optimize cost and performance.
Oversee the configuration and maintenance of automated monitoring and alert tools.
Implement agile best practices to support design, development, testing, and deployment.
Establish and support documentation standards and version control.
Maintain a knowledge repository inclusive of SOPs, reporting, architecture diagrams, configuration guidelines, and network settings.
Oversee the development and transition of AI Proof-of-Concepts to production environments.
Ensure comprehensive documentation, knowledge transfers, and training.
Supervise vulnerability management, protective monitoring, incident management, and configuration and change management.
Implement continuous monitoring to detect and track vulnerabilities.
Develop and implement robust data governance frameworks.
Establish data governance processes and policies for data lifecycle management.
Establish standards and best practices for data integration and interoperability.
Oversee the deployment and validation of proof-of-concept to the configured landing zone.
Develop comprehensive documentation for landing zones.

Required
Bachelor's degree in project management, Business Administration, Computer Science, or a related field.
Proven experience in project management, preferably in cloud engineering, AI/ML development, and cloud operations.
Strong knowledge of cloud platforms such as Google Cloud.
Strong understanding of security controls and compliance requirements.
Understanding of cloud infrastructure budgeting and financial management (i.e., Google Cloud pricing calculator)
Excellent leadership, communication, and stakeholder management skills.
Ability to document technical processes clearly and concisely.
Experience working with government agencies or in a regulated environment.
Preferred
Project Management Professional (PMP) certification or equivalent desired.
Experience with data governance frameworks and best practices.
Experience with Infrastructure as Code (IaC) tools like Terraform or CloudFormation.
Familiarity with AI/ML frameworks and tools such as TensorFlow, PyTorch, or similar.
