Responsibilities
Provide leadership, direction, and assistance to the Division office compliance reviews of the NBIP and NTIP. Develop, deliver, and maintain training and guidance to field staff on the process for performing reviews of the NBIP and NTIP.
Assist in the coordination of Headquarters and other FHWA staff participation in the Division Office compliance reviews, when needed. Advise leadership of compliance concerns as they are encountered.
Provide leadership, guidance, and technical assistance on the requirements of the National Bridge Inspection Standards (NBIS) and the National Tunnel Inspection Standards (NTIS) including purpose, applicability, responsibilities, qualifications, inspection intervals, procedures, and inventory. Provide direction on the development and deployment of state-of-the-art practice and emerging technologies for bridge and tunnel inspection.
Assist with the maintenance and updating of the Specifications for the National Bridge Inventory and the Specifications for the National Tunnel Inventory, as necessary.
Evaluate procedures employed in the accumulation of bridge and tunnel data for the National Bridge Inventory (NBI) and National Tunnel inventory (NTI) and recommend actions needed to make improvements and correct deficiencies. The incumbent provides technical assistance in improving bridge inspection data quality in the NBI and NTI.
Prepare reports and briefings for Office of the Secretary, FHWA leadership, and Congressional staff on the inventory and condition of the nation’s bridges and tunnels. The reports include, and are not limited to, national summary reports pertaining to bridge and tunnel inspection and risk areas to the programs.
Provide leadership, direction, and assistance on the requirements of the NBIP and NTIP. Develop, deliver, and maintain training and guidance to field staff on the process for performing reviews of the NBIP and NTIP.

This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
This position may be eligible for remote work. If selected for a remote work position, you must have access to high speed internet and cell phone service meeting current agency standards from the approved work location within the Contiguous United State and sign a remote work agreement.
This position requires extensive travel and mobility. You must have a valid state driver’s license and be fully qualified to operate a government-owned vehicle.
The position involves a significant amount of travel away from your duty station for extended periods of time. Travel may often be to remote locations. You must be willing to travel for extended periods of time, often to remote locations.
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience interpreting and applying the National Bridge Inspection Standards (NBIS) and applying them to a Statewide and/or Federal agency wide highway bridge inspection program.
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence, Project Management, Communication.
