Responsibilities
Evaluate the current IT infrastructure and systems, including:
START System, Line of Business (LOB), Self-Service usability, and Security Posture.
FileNet, Library Manager, and Work Manager.
Accounting systems.
IT infrastructure: servers, databases, network, backup strategies, and network storage.
Desktop applications, business intelligence tools, and disaster recovery maturity.
Assess the Client’s Information Security controls and privacy practices against industry standards.
Analyze the DevOps environment and Software Development Life Cycle.
Identify risk factors and their impact on system operations.
Pinpoint service gaps and opportunities aligned with industry standards and emerging technologies.
Develop a technology roadmap, including staffing needs, prioritization, and a business case for improvements.
Assist the Client in implementing approved recommendations, including:
Upgraded systems, hardware, and software.
Updated networking infrastructure and cloud-based technologies utilizing AI.
Deliver staff training and documentation for long-term operational success.
Present recommendations to upgrade or replace IT infrastructure, main line-of-business systems, and security/privacy controls.
Provide a Work Breakdown Structure (WBS) and implementation timeline with cost estimates, including staffing and 5-year maintenance plans.
Explore alternatives such as Cloud Services, Artificial Intelligence (AI), and custom development.

Required
10+ years of experience working with retirement systems or large-scale pension administration systems.
Proven experience in conducting technology assessments for governmental retirement systems or large-scale pension administrators.
Demonstrated expertise in evaluating IT infrastructure, business systems, cybersecurity, and DevOps environments.
Experience delivering comprehensive gap analyses, technology roadmaps, and implementation strategies.
Ability to compare existing systems against industry standards and best practices for pension administration.
Effective communication skills with a history of preparing deliverable reports, recommendations, and presentations for executive leadership.
Preferred
Previous experience working with public pension systems, including understanding the complexities of pension administration.
Proficiency in implementing advanced solutions such as Cloud Services, Artificial Intelligence, and enhanced cybersecurity controls.
A record of training internal IT staff for sustainable system maintenance post-implementation.
References from projects with comparable membership size and scope.
