Responsibilities

Serve as a business advisor to agency stakeholders. This guidance includes, but is not limited to, advising on recommended acquisition strategies (existing contracts/Governmentwide Acquisition Contracts (GWACs), open market, etc.), preparation of Requests for Information (RFIs)/Sources Sought Notices, ensuring that requirements are well defined, completion of an acquisition plan, and assisting with the development of evaluation factors/criteria for supplies and services, ranging in complexity.
Prepare pre-award documents in support of a variety of acquisitions including but not limited to professional services, healthcare, information technology, and supplies and equipment. Utilizes multiple FAR Parts to select the appropriate contract type and incorporate all appropriate provisions, clauses, and other agency requirements.
Provide guidance to program mission offices and technical staff during the source selection process, making an award determination, and release of required post-award notifications and providing feedback to unsuccessful offerors.
Perform post-award administrative functions, including but not limited to the preparation of contract modifications and providing guidance to program staff contractual in nature when the need occurs.

A 4-year course of study leading to a bachelor's degree with a major in any field
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service
Planning, negotiating, awarding, and administering procurements inclusive of all types under the Federal Acquisition Regulation (FAR), specifically experience with FAR Part 8, Part 12, 13, 15, 16, and 37
Conducting market research, preparing acquisition plans, and determining contract types and acquisition methodologies, specifically Firm-Fixed price, Labor Hour, and Time and Material
Performing as lead negotiator or facilitator using various funding arrangements and negotiation techniques and applying strategic and innovative methods to meet procurement objectives and acquisition plans
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions
At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service
Experience using a variety of acquisition and business systems (e.g. contracting writing systems, CPARS, SAM.gov, FPDS)
Serving as a warranted Contracting Officer at or greater than the Simplified Acquisition Threshold
Experience reviewing strategic plans, interpreting contracting laws, regulations, and policies to advise and determine applicability of specific contracting methods and probable issues
Experience formulating and executing comprehensive acquisition strategies and plans to address unique problems to meet newly emerging acquisition needs and to resolve critical procurement process problems
Experience using automated systems to retrieve procurement data for statistical analysis, applying sound business judgment, and providing well-researched regulatory and policy recommendations to contracting senior leadership
Applicants must possess an active Federal Acquisition Certification in Contracting (FAC-C Professional) or an active DoD Contracting Professional Certification
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level
You must meet all qualification requirements within 30 days of the closing date of the announcement
You are strongly encouraged to submit a copy of your transcripts or a list of your courses including titles, credit hours completed, and grades
Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education may be credited
If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education
