Responsibilities

Analyze science, engineering, business, and other data processing problems to implement and improve computer systems
Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitation
Analyze or recommend commercially available software; may participate as part of project and agile teams to gather and document business requirements
Support Product Owners on an agile team with developing User Stories based on business requirements
Position is contingent on contract award
The candidate will be responsible for leading and authoring system requirements and specifications, liaise between business and IT groups, be the proxy product owner in agile sprints, and support daily system operations.
Act as an interface between the development team and the customer along with the Project Manager and Technical Project Manager, in an Agile environment to ensure stakeholder needs are being addressed.
Develop and maintain user stories in a clear and concise manner.
Use appropriate methods, techniques, and procedures necessary to obtain and evaluate user requirements, to design, develop, and implement computer application systems in response to customer's business needs.
Experience with wire framing/mockup tools to create Use case diagrams, Functional flow diagrams, screen mockups, etc. to illustrate requirements.
Manage and prioritize Product Backlog based on the customer and business priorities.
Meet regularly with end-users (external clients) to discuss and analyze problem reports and enhancement requests.
Edit and review documentation produced by team members, enforcing best practices.
Manage risk and scope-creep effectively and escalate risks and issues to management appropriately.
Provide application production support and troubleshoot production issues.
Document meeting minutes, internal and external status reports, and other artifacts for the project
Strong working knowledge of the business functionality of one or more SAM.gov domains or FPDS.gov as applicable to the task order scope
Strong written and oral communication skills
Experience with relevant software applications such as word processing, spreadsheets, drawings/diagram
Good knowledge of IT and how technologies can improve business processes
Experience with business process modeling to demonstrate interconnections between users, processes, and systems
Experience with using data analysis to help inform decision making
A strong focus on achieving value for business objectives
Comfort with collaboration, open communication and reaching across functional borders.

Required

5 years with BS/BA; 3 years with MS/MA; 0 years with PhD
BA or BS degree in Science, Technology, Engineering, or Mathematics
Current GSA Public Trust or ability to obtain GSA Public Trust
Minimum 7+ years' experience as business analyst
