Responsibilities

Responsible for the development, documentation, and monitoring of an integrated Compliance and Ethics Program (CEP) that incorporates governance and structure; training and education; policies, procedures, and controls; oversight and reporting; and response and enhancements
Provide regular updates to the President & CEO and the Audit and Compliance Committee on the effectiveness of the CEP
Work closely with the President & CEO, Board of Directors, and senior leadership as appropriate to shepherd the overall strategic vision for Compliance and Ethics at PHI
Champion the Compliance and Ethics vision across the organization. Work collaboratively to develop and communicate a long-term CEP strategy, manage annual work plans, monitor progress, and report on performance
Work closely with executive leadership to align PHI’s compliance and ethics approach to business and operational strategies
Coordinate with all Central departments to ensure that compliance issues are understood, investigated if appropriate, resolved and documented for high level tracking
Support the development and oversight of compliance monitoring and subrecipient monitoring activities across PHI to ensure that financial and operational procedures and personal conduct within the organization complies with all relevant and applicable laws, regulations, and grant or contract agreements
Develop, champion, and monitor PHI’s overall compliance, ethics, and privacy training and communications strategy to strengthen Board, employee and vendor education and compliance
Lead the design of internal learning experiences and other opportunities to expand the knowledge capacity of PHI staff on relevant topics around compliance and ethics
Coordinate with Human Resources to develop a process to incorporate compliance and ethics responsibilities into professional development and performance plans
Collaborate with departments to establish metrics for actively monitoring and reporting on the effectiveness and overall organizational compliance with PHI policies
Develop and manage budgets to support activities of the Compliance and Ethics department
Supervise staff and/or manage consultants as appropriate to perform risk assessments and compliance reviews to ensure policies and procedures are being followed
Develop PHI as a thought leader in compliance and ethics through speaking and writing internally within PHI and externally at conferences, workshops, or related gatherings
Occasional travel to attend in-person conferences/meetings or participate in other activities in and outside California
Perform other duties as assigned

Required

10 years of related experience in compliance and ethics management, including at least 5 years of experience as a manager
Bachelor’s degree in organizational development, public administration, business administration, non-profit or change management, or other related field; or substitute with four additional years of related experience
Knowledge and understanding of the practical application of the US Department of Justice, Federal Sentencing Guidelines and the HHS, Office of Inspector General Guidance assessing the effectiveness of compliance and ethics programs
Ability to elevate compliance and ethics training to foster an ethics-based culture
Effective relationship builder who can maintain positive relationships while enforcing compliance, ethics, and privacy policies
Regulatory knowledge and expertise to interpret regulations, rules, laws, and policies necessary to stay in compliance with existing requirements for the organization
Ability to advance calm, credible, clear, and confident communications
Ability to think laterally and anticipate downstream effects of activities that could impact compliance
Ability to be objective, regardless of position, relationship, or title
Attention to detail, with the ability to see the big picture
Strong problem-solving skills
An effective communicator that can interpret/understand the intricacies of a process, regulation, or issue, and communicate to the broader organization in an understandable framework
Ability to translate technical terms and regulatory language into easy-to-understand rules
A team player who can gain the trust and respect of the organization, who is viewed as a trusted advisor
Ability to conduct occasional travel to attend in-person conferences/meetings or participate in other activities in and outside California

Preferred

Certification in SCCE or similar national credential
Experience in programmatic and business/operations functions in a public health organization or other nonprofit
Prior audit, consulting or investigation experience
Experience with organizations that manage federal grants or contracts
Experience with change management processes in complex organizations
Experience assessing enterprise risk elements and providing advisory guidance in alignment with organizational resources
