Responsibilities

Participates with program personnel in developing an annual benefits program for the agencies serviced.
Effectively analyzing the operational effects of new or existing regulations and developing or revising policies and procedures and implements as necessary.
Provides expert advice to employees and managers in all aspects of retirement, health and life insurance and the Thrift Savings Plan (TSP).
Composing articles on current issues for various publications, presenting information about various aspects of employee benefits at conferences, presentation of information through VTCs and webinars.
Providing effective solutions to increase productivity and time management.

Required

You must be a US Citizen or US National.
Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one year probationary period, unless previously served.
Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
Successfully pass the E-Verify employment verification check.
All USDA employees are required to be enrolled in Continuous Vetting.
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level.
Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Interpreting complex regulations and policies regarding the employee benefits program and providing comprehensive advice and service to managers, supervisors, and employees.
Determining the proper retirement coverage and creditable service, including determining creditable military service and calculations for military deposits.
Independently identifying and developing innovative and cost effective ways to educate employees (e.g., composing articles on current issues, presentations through video teleconference (VTC), webinars).
Analyzing the operational effects of new or existing regulations and developing or revising policies and procedures.
