Responsibilities

Conduct, prepare and present cohesive analysis of penetration test reports, vulnerability scans, system security plans, network architecture diagrams, associated plan of actions, and milestones to senior leadership; reviews reports on systems in order to identify potential security weaknesses, recommend improvements to amend vulnerabilities, implement changes on networks, information systems and architectures.
Analyze and identifies security trends and recommends procedural or programmatic corrections to enhance the confidentiality, integrity, availability, and performance of a large scale enterprise Federal Public Key Infrastructure System.
Provide expert assistance on interpretation of NIST special Publications, OMB policies, DHS Binding Operational Directives, United States Code and the Code of Federal Regulations, Comptroller General and GAO audit decisions, and other legal precedents to develop guidance and policy recommendations based on extensive analysis; ensuring the agency requirements and guidance remain in conformance with ongoing governmental initiatives and policies; explains potential threats and suggests enhancements to mitigate risks to enhance security, and ensures compliance to OMB policies, Presidential Directives, and Federal CIO Council approved guidance.
Analyze and assess artifacts to recommend to senior leadership if physical and software preventative measures have been implemented correctly to protect the underlying networking infrastructure from unauthorized access, misuse, malfunction, modification, destruction, or improper disclosure; develops, briefs, and communicates effectively to supervisors and division management on security measures, explains potential threats and suggests enhancements to mitigate risks to enhance security.
Serve as an agency contact for key initiatives in the occupational area related to the OGP organization; provides critical analysis of pressing issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of the ongoing and/or new program issues.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the next lower grade level in the Federal service.
IT SPECIALIST COMPETENCY REQUIREMENTS: Attention to Detail, Customer Service, Oral Communication, Problem Solving.
Specialized experience for GS-13: One year of experience equivalent to the GS-13 in the Federal Service. Specialized experience is experience identifying IT system control vulnerabilities, risks and protection needs; resolving issues and problems involving IT systems security; implementing information system security policies, standards and guidelines; and, providing technical advice to management officials on security requirements.
