Responsibilities
Lead the development and execution of the state's data strategy aligned with goals.
Collaborate with stakeholders to address data needs and design solutions.
Mentor non-technical teams in data-driven decision-making.
Analyze complex data sets to identify trends and opportunities.
Present findings through clear reports, dashboards, and presentations.
Drive adoption of insights and continuous improvements.
Maintain and optimize data pipelines, databases, and Power BI dashboards.
Develop strategies for scaling data systems and ensuring data integrity.
Oversee ETL processes to integrate new data sources.
Design training programs for non-technical teams to incorporate data in their workflows.
Collaborate on developing KPIs and frameworks for measuring success.
Facilitate workshops and ensure cross-team alignment.

Required
5+ years in analyzing user data with an emphasis on Google Analytics and behavioral metrics.
5+ years in using data to identify problems and develop actionable solutions.
5+ years in applying predictive and statistical analysis, gap analysis, and user research.
5+ years in developing data models and creating compelling reports, dashboards, and presentations in Power BI.
5+ years in managing data pipelines, ETL processes, and databases (SQL, Power BI, Azure).
5+ years of proficiency in Python or R for data manipulation and analysis.
5+ years in using business intelligence tools (e.g., Tableau, Power BI) and analytics platforms (Google Analytics).
5+ years in leveraging statistical analysis and handling large, complex data sets.
3+ years in developing and executing a data strategy, including training and tool development.
3+ years in collaborating with cross-functional teams and government partners.
3+ years in creating and presenting data-driven narratives.
3+ years in training teams on data analysis and its real-world applications.
3+ years in defining and tracking KPIs and organizing focus groups for data collection.
Preferred
Deep domain knowledge in Health, Business, or Education.
Experience with behavioral or CRM-related metrics platforms.
Bachelor's degree in Computer Science, Business, IT, Management, Administration, Economics, or Information Science.
Experience with Machine Learning, AI, and cognitive service engine models.
2 years of experience with Power BI or other data visualization platforms.
2 years of user research and feedback analysis.
2 years of data governance and experience working within data security groups.
1 year of API development.
1 year of marketing experience supported by metrics.
1 year of project management experience.
1 year of experience with CRM platforms such as Salesforce.
1 year of experience with web content management platforms such as Sitecore.
