Responsibilities

Identifies objectives, policies and standards that promote healthy ecosystems and policy strategies for natural resources
Drafts and writes proposed and final rules, preambles and regulatory text, including developing language for regulatory amendments in accordance with Federal Register requirements.
Conducts continuing assessments of Directorate management practices that affect the organization’s resources.
Collect and analyze qualitative and quantitative data gathered by BLM Field Offices, industry and a variety of other public and private sector sources to aid natural resources and healthy ecosystems development.
Ensures that headquarters and state office officials are fully informed about key issues of concern by Congress on natural resources, planning and NEPA issues.
Enunciates and clarifies policy for Directorate management and translate policy into strategy and implementation.
Monitors and assesses the Directorate targets and accomplishments, providing management with an analysis of trends and costs.

You cannot hold an active real estate license; nor can you have an interest or hold stocks in firms with interest in Federal Land.
Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.
If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.
May require a one year probationary period.
You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity.
Specialized experience is defined as: (1) Providing advice and guidance to management officials on renewable resource improvements and treatment for natural resources. (2) evaluating and assessing program results, processes and environmental functions related to multiple use land planning; (3) producing written materials and communicating those materials with various audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
There are no qualification requirements for a detail assignment.
However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements.
Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.
Males born after 12/31/59 must be registered for Selective Service.

Current DOI federal career and career-conditional employees: Submit a copy of your most recent (non award) SF-50, Notification of Personnel Action, or equivalent document that verifies tenure (block 24, code 1 or 2) and Competitive Status (block 34, code 1).
Current DOI federal employees: Submit 1) a copy of your most recent performance appraisal/evaluation within the last 18 months and 2) a list of any awards (e.g. superior performance awards, special act or achievement awards, quality step increase, etc.) you received in the last 5 years.
Any performance appraisal/evaluation and award documentation you provide will be forwarded to the selecting official.
The selecting official will review this documentation and give it due weight consideration during the overall selection process.
If you do not have your most recent performance appraisal/evaluation, please submit a statement as to why it is not available.
Please indicate if any prior performance appraisals/evaluations were at an acceptable level.
