Responsibilities
Oversee the accounting and financial management of all capital assets across the State, including acquisition, depreciation, disposal, and reconciliation.
Drive process improvements in the capital asset reconciliation and reporting functions to enhance efficiency, accuracy, and compliance.
Develop and implement innovative strategies to optimize capital asset management systems, including automation and streamlined workflows.
Collaborate with IT and other departments to enhance capital asset tracking systems, ensuring alignment with modern technology and best practices.
Design, develop, and interpret financial reports related to capital assets, ensuring accurate and timely reporting in the State’s general ledger.
Train and assist other state departments in performing fixed asset reconciliations and managing capital asset transactions, including implementing best practices and new tools.
Review and reconcile capital asset accounts to ensure compliance with state and federal regulations, as well as internal policies.
Analyze and resolve discrepancies in capital asset data, making adjustments and coordinating with other departments to correct errors as necessary.
Ensure consistency and accuracy in capital asset classification, valuation, and reporting across the State.
Provide recommendations for policy changes and improvements based on findings from audits, reconciliations, or evolving regulatory requirements.
Design and implement enhancements to capital asset management systems and processes, including leveraging new technologies for more efficient workflows.
Ensure compliance with applicable accounting standards, including GASB (Governmental Accounting Standards Board) and Uniform Guidance.
Provide expert guidance on capital asset policies, procedures, and best practices to departmental staff, ensuring smooth implementation and adherence across the State.
Prepare, enter, and review detailed financial transactions into the State’s general ledger system, ensuring proper documentation and audit trails for all capital asset transactions.
Support annual audits and assist in the preparation of capital asset-related schedules and disclosures for the State's Annual Comprehensive Financial Report (ACFR).
Stay up-to-date with regulatory changes and evolving best practices in capital asset accounting, recommending adjustments to policies and procedures as necessary.

Required
Three or more years of professional accounting or financial analysis experience, including managing capital or fixed assets.
An inquisitive nature with a desire to understand the 'why' behind tasks and processes, using this knowledge to drive improvements.
Exceptional problem-solving skills, including the ability to identify issues proactively and develop effective solutions.
Advanced expertise in financial systems and spreadsheet applications, particularly Excel, to manage and analyze data efficiently.
Strong analytical capabilities combined with exceptional organizational skills to handle complex workflows and maintain accurate records.
A meticulous approach to work, ensuring accuracy in all aspects of financial management and reporting.
Excellent communication and interpersonal skills to foster collaboration and provide clear guidance to other departments.
Preferred
A bachelor’s degree in Accounting, Finance, or a closely related field.
Demonstrated experience in state or local government financial management, including familiarity with public-sector processes and regulations.
Proficiency with capital asset management software and tools, enhancing efficiency and accuracy in asset tracking and reporting.
Solid understanding of governmental accounting standards and practices, particularly GASB principles, and their application in financial reporting.
