Responsibilities

Work on complex engineering and policy issues involving safety and reliability of electric generation (including natural gas and renewable technologies), transmission and distribution, distributed energy resources, communication facilities, and related infrastructure. Develop and maintain in-depth knowledge of regulated entities and related issues, including new technologies and possible effects on electric system safety and reliability. Develop methods to identify and address risks and other concerns related to electric and communication infrastructure safety and reliability. Perform independent studies and identify unsafe practices in the utility industry. Provide expertise and make recommendations to Commissioners and others on safety and reliability issues, policies, and regulations related to electric and communication infrastructure.
Participate in Commission proceedings involving safety and reliability as a Safety and Enforcement Division representative or expert witness. Prepare technical reports, written testimony, and exhibits, and help draft formal filings. Participate in and/or conduct Commission workshops to assist in development of new policies and programs, and settlement discussions. Recommend new or revised rules and guidelines regarding safety and reliability issues, and modifications to Commission General Orders.
Conduct incident investigations and lead facility audits/inspections involving technically challenging issues, interview knowledgeable people, and prepare related reports. Identify violations of Commission General Orders or other regulatory requirements and draft enforcement documents, including Notices of Violation and Citations.
Represent the Commission in dealings with the public, other agencies, regulated entities, and stakeholders, on state or national committees, and at seminars and meetings. Interact and coordinate with other groups within the Commission and with entities such as the California Independent System Operator and the California Energy Commission. Participate in review of proposed legislation and in implementation of statutory requirements. Respond to more difficult inquiries from the public and others.

Required

A valid California Drivers License (CDL).
A California Professional Engineer License.
In-depth knowledge of regulated entities and related issues, including new technologies and possible effects on electric system safety and reliability.
Ability to develop methods to identify and address risks and other concerns related to electric and communication infrastructure safety and reliability.
Experience in conducting incident investigations and leading facility audits/inspections.
Ability to identify violations of Commission General Orders or other regulatory requirements.
Experience in preparing technical reports, written testimony, and exhibits.
Ability to represent the Commission in dealings with the public, other agencies, regulated entities, and stakeholders.
Experience in participating in Commission proceedings involving safety and reliability.
Ability to travel, including multi-day and/or overnight trips that may require driving over 100 miles.
Ability to work unusual hours as needed.
Completion of the State Examination/Employment Application STD Form 678.
Submission of a resume.
Preparation and submission of a narrative description of how training, experience, and education qualifies for the position.
