Responsibilities

Serves as an IHS expert in the field of ER. Provides advice and assistance to Area Office and Service Unit managers and supervisors, and Area HR Office ER staff, on performance- and conduct-based ER actions. Investigates and researches the background of ER-related situations. Records ER case data in the IHS ER case management system. Devises, recommends and secures management support for ER case strategy. Prepares and/or reviews documentation associated with adverse action ER cases. Conducts formal and informal ER investigations as appropriate.
Serves as an IHS expert in the field of LR. Performs LR case work to augment the efforts of IHS Area HR Office ER/LR units. Handles individual high priority LR cases from multiple Areas and backlog LR cases from single Areas, as circumstances require.
Provides expert advice to supervisors and employees to address and resolve employee concerns pertaining to LR; e.g., informal grievances, problems relating to leave, promotions, changes in working conditions, performance evaluations etc. Recommends solutions to management officials and supervisors to eliminate or lessen occurrence of a wide variety of problems, situations and issues of concern to bargaining unit employees.
Develops and conducts ER and LR training for Area and Service Unit managers and supervisors on ER/LR policies, regulations and issues, as required based on their situation.

Required

Must pass pre-employment examination.
Selectee may be subject to a probationary/trial period.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation.
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower (GS-12) grade level in the Federal service obtained in either the private or public sector.
Experience serving as a technical expert on Federal Employee Relations (ER) and Labor Relations (LR) law and regulations sufficient to provide advice and guidance on complex ER and LR matters.
Experience developing and presenting ER and LR training to supervisors.
Experience writing ER proposal and decision letters for an array of conduct and performance-based actions.
Experience representing management in a wide range of union actions, including grievances through mediation and arbitration and all levels of negotiations, particularly with complex bargaining unit personnel issues.
Experience drafting a wide range of agency/management LR documents including notices to unions and responses to unions and other Federal agencies.
Experience using ER/LR case tracking software to manage personal ER/LR workload.
Experience representing and defending a Federal organization before the Merit Systems Protection board, Equal Employment Opportunity Commission for ER cases, or with LR, representing the Agency during proceedings with the Federal Labor Relations Authority, Federal Services Impasse Panel, Collaborative and Alternative Dispute Resolution Office, or Federal Mediation and Conciliation Service.
