Responsibilities

Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide HR management advisory and technical services on classification actions impacting customer functions and work practices.
Research and analyze documentation to support classification actions.
Provide position classification services to support organizations which are composed of positions performing work typical of professional, scientific, administrative and technical fields.
The incumbent has classification authority to classify positions from the GS-01 through the GS-12 grade level.
Apply classification standards and supplemental guidance to determine title, series and grade.
Apply a thorough and comprehensive understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions.
Provide technical advice to assist managers and supervisors.
Interpret and explain classification criteria and prepare and/or present advisory opinions on the classification of positions.
Assist with planning and implementing reorganizations that frequently involve major mission changes or realignment of positions and personnel.
Assist with advising on organization structures, classification changes position/employee impact and related actions to assure regulatory compliance prior to implementing new structures.
Assist with conducting position reviews and/or desk audits.
Assist with researching organization and position structures.
Assist with conducting reviews, and completing studies for reorganizations.
Assist with conducting classification surveys and other organizational or occupational reviews as needed.
Provide evaluation statements in various formats including the factor evaluation system to justify classification determination and findings.
Advise management on appropriate use of accretion of duties to ensure adherence to established guidelines.
Provide recommendations to management on various aspects of human resources documents/actions (e.g. position management, classification standards, etc.) to ensure adherence to federal regulations and policies.
Participate in meetings to interpret and correlate policy, procedures, and guidelines related to classification actions and recommends solutions.
Collaborate with customers and reconcile conflicting viewpoints to deliver high quality products and timely service.
Manage and update a classification tracker, work status and progress of work report and ensure that supervisors’ instructions on work priorities, methods, deadlines and quality have been met.

Required

US Citizenship or National (Residents of American Samoa and Swains Island)
Meet all eligibility criteria within 30 days of the closing date
Meet time-in-grade within 30 days of the closing date, if applicable
Register with Selective Service if you are a male born after 12/31/1959
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
Serve a one year probationary period, if required.
Undergo and pass a background investigation (Tier 2 investigation level).
Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is experience applying classification principles, practices, and procedures to a wide range of classification duties and functions including all of the following: (1) providing position classification advisory services to management on position structures; and (2) researching and analyzing organizational and position functions and responsibilities to develop position descriptions, determine occupational series, position title, and grade level.
