Responsibilities
Serving as the 1st level supervisor managing Technical Leads, Contracting Officer Representatives (COR), Information System Security Officers (ISSO), and Product Managers and strategically planning IT products.
Coordinating requirements with business customers to determine how and when a product will be developed or modernized.
Participating in special projects and initiatives. Provides support to and participates in acquisition of product resources and services.
Maintaining effective working relationships with stakeholders within and outside of organization.

Suitable for Federal Employment.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.
Specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Experience leading a software development team utilizing Agile frameworks and Development, Security and Operations (DevSecOps) methodologies to deliver information technology (IT) initiative(s) or investment(s);
Experience negotiating with stakeholders to formulate a plan to meet objectives and resolve technical problems (e.g., Technical Debt, System Vulnerabilities or Modernization);
Experience developing and implementing strategies to meet short- and long-range strategic goals on a software delivery team.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, Problem Solving.
Education may not be substituted for experience at this grade level.
