Responsibilities
Work on the development and government-wide implementation of digital identity governance models and business frameworks. Develops models and frameworks through leading or participating in interagency committees, working groups, or private industry groups as a recognized authority of GSA. Coordinates government-wide adoption with senior government officials across the executive, legislative, and judicial branches. Acts as the primary Division authority on private sector and federal government governance approaches, models, and business frameworks encompassing both security, equity, and transparent processes and activities.
Provide expert legislative review assistance on draft interpretation of public laws, regulations, congressional testimony, NIST special Publications, OMB policies, DHS Binding Operational Directives, United States Code and the Code of Federal Regulations, Comptroller General and GAO audit decisions, and other legal precedents. Leverages knowledge of draft legislation to develop guidance and policy recommendations based on extensive analysis. Findings and recommendations ensure the agency requirements and guidance remain in conformance with ongoing governmental initiatives and policies.
Support Identity Assurance and Trusted Access Division Director in developing long range plans and recommendations as to the best methods to meet organizational goals, objectives and adapt to changing needs based on knowledge of known and projected program or organizational requirements.
Analyze and identifies digital identity trends and recommends procedural or programmatic corrections to enhance the confidentiality, integrity, availability, and performance of a federal agency ICAM systems.
Work with other recognized technical experts within the agency to develop a coordinated approach to unique problems or areas in which GSA, other Federal agencies or the private sector have previously not been involved or concerned. Participates in studies of national significance or of outstanding importance to the program area.
Serve as a coordinator and representative for the Identity Assurance and Trusted Access Division Director in meetings involving other internal and external organizations, and provides expert advice, comments, and recommendations as appropriate.

Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience for GS-14: One year of experience equivalent to the GS-13 in the Federal Service.
Specialized experience is experience identifying IT system control vulnerabilities, risks and protection needs; resolving issues and problems involving IT systems security; implementing information system security policies, standards and guidelines; and, providing technical advice, comments and recommendations to management officials on security requirements.
