Responsibilities

Attend Supply Chain team meetings and ensure actions related to lab activities are followed up, and those requiring leadership attention are elevated accordingly
Support the implementation of lab activities in the work planning process for CY25
Coordinate with USAID clinical colleagues, CDC, implementing partners, and the procurement agent to ensure that laboratory reagents and consumables are available in the molecular biology laboratories in the right quantity, at the right time, and in good quality, including the instrument placements per approved replacement plans
Provide technical guidance to the USAID/Mozambique team related to the Lab Supply Chain logistics system
Coordinate with the relevant CORs as appropriate regarding technical input and performance, of relevant partners providing laboratory support services, particularly AMOSTRA (lab sample transportation)
Assist the supply chain team to create presentations to OGAC or to the interagency; assist the supply chain team to create presentations for USAID portfolio reviews
Assist, as requested, to develop communication materials for high-level visitors visiting supply chain sites. Products might include briefing checklist (BCL), speeches, one-page summary of lab related supply chain activities.
Support the documentation of standard operating procedures related to lab activities, particularly lab quantification, as well as the documentation of lab work plan activities for FY26 (estimated due date: March 2025)
Training procedures and guidelines for new role/lab supply chain logistics advisor complete (estimated due date: March 2025)
Coordinate with the AOR/COR and other stakeholders regarding technical input for the lab sample transportation activity; provide technical guidance and input for the lab sample transportation activity to develop transition plan of activity to the government (estimated due date: June 2025)
Provide activity report to include actions related to lab systems activities noting key meetings, actions related to equipment/reagents key performance indicators, and documenting any follow-up needed (estimated due date: report due by the end of each month)

Required

Master’s Degree in business, operations management, medical laboratory science, or public health.
At least ten years of professional-level experience in management/coordination/ providing laboratory support services in an international context or supply chain.
A minimum of five years international experience with laboratory supply chain required, with experience in developing country context with specific experience working in Africa, preferably in a Portuguese speaking country.
Familiarity in USAID and PEPFAR-specific procedures, regulations, and methods.
Orientation to working from a donor-agency perspective with experience in working and fostering interagency collaboration.
Level IV (fluent) English language proficiency, speaking and writing.
Comprehensive professional knowledge of health support systems, including supply chain and network management, with a preference for laboratory specific support systems.
Strong practical knowledge of working with the private sector, contract management, and logistics demonstrated through relevant work experience.
Familiarity with developing country context with specific knowledge of Mozambique’s context.
Strong leadership, coordination, communication, and diplomatic skills.
Robust computer skills in data analysis and presentation programs, including Microsoft Excel and PowerPoint.
Ability to plan, organize, and prioritize work while maintaining flexibility in a demanding environment.
Capacity to quickly learn technical laboratory specificities and process multiple moving factors in a constantly changing, dynamic environment.
Ability to work effectively in a team environment and to contribute technical analysis and recommendations on policy, planning, and program manners.
Ability to work independently, take initiative, and identify work that needs to be done to achieve the position description and objectives.

Preferred

Proficient written and spoken Portuguese.
