COMMUNITY PLANNER
USAJOBS is seeking a COMMUNITY PLANNER to serve in the Planning, Design, and Construction of Naval Facilities Eng Command Marianas. Responsibilities
You will be responsible for providing the client with clear and concise policy and guidance for the orderly and cost-effective development of shore facilities
You will provide long-term development strategies based on the operator's future mission requirements and/or Commander, Navy Installations Command (CNIC) shore installation management goals/objectives
You will coordinate, direct and provide the day-to-day administration of multi-disciplined teams involved with multiple projects in diverse specialty area
You will develop and review military construction documentation and special projects
You will be responsible with the coordination of planning criteria development with design criteria to ensure compatibility

Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements
This position may require travel to places within and outside the contiguous United States
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement
Must be able to obtain and maintain a U.S. Passport
May be required to obtain a VISA dependent on the overseas country's laws/regulations
You will be required to sign the Statement of Understanding for Overseas Employment
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
This position may require travel from normal duty station to CONUS and OCONUS
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
You will be required to obtain and maintain a current valid United States driver's license
You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing the client with clear and concise policy and guidance for the orderly and cost-effective development of shore facilities; AND coordinating, directing, and providing day-to-day administration of teams involved with projects in specialty areas such as building design, environmental impacts/constraints, economic analysis, etc
Applicants must possess a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance
OR courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education

Cost of Living Allowance (COLA) and Non-Foreign Post Differential (NFPD) currently set at 11.88% and 13.12%, respectively.
