Responsibilities

Analyzing the productivity, effectiveness, and efficiency of processes or programs related to workforce management
Collaborating with senior management in employing change process concepts and procedures in the administration of programs
Monitoring sensitive information systems to ensure compliance with management requirements
Developing and recommending improvements in services and processes to meet the varied and changing requirements of the field office

Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Facilitating research to identify areas of improvement on personnel and workforce management programs; Assisting with review of staffing levels to compute attrition rates and taking corrective action to resolve errors; Assisting in the preparation of basic reports, graphs, or flowcharts to assist and advise management on workforce trends or major personnel changes; Establishing priorities, identifying facts and organizing data and providing completed work products
Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying analytical and research techniques to identify areas of improvement on personnel and workforce management programs; Utilizing statistical analysis methods to develop detailed reports and ensure alignment and accomplishment of organizational goals; Monitoring and evaluating staffing levels to compute attrition rates and taking corrective action to resolve errors; Coordinating with applicable human resources teams to resolve issues with workforce processing, recruitment, and reporting, and ensuring applicable laws, regulations, and procedures are followed

Education Substitution GS-09: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in an accredited college or university, or a J.D. or LL.B. degree may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying
Education Substitution GS-11: Successful completion of a Ph.D. or an equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field, or L.L.M for the experience required at the GS-11 grade level. Such education must have been obtained in an accredited college or university
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment
You must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment
