Responsibilities

The Behavioral Heath Interdisciplinary Program within the MHSL, is located within the central facility on the main campus in Cheyenne, Wyoming and provides a multitude of services to Veterans from around the CVAHCS catchment area. This leadership position reports to the MHSL BHIP Associate Chief and has primary supervisory responsibilities for approximately 6 professional staff, including Psychiatrists, Psychologist, NP's, Social Workers, and LPMHC's, working in various specialty care services to include General Mental Health, Substance Use, and PTSD treatment
The Psychologist program manager has primary accountability for developing written statements of the program's mission and desired outcomes, for delivering quality services within the limits of the program's budget and allocated FTEE's, and for the direction, adjustment, and use of all program resources. Independent ability to direct and maintain clinical processes is critical of this position to support the team who is accountable for the planning and delivery of clinical services
This Psychologist Program manager position is responsible for quality management and improvement needs assessments, planning of activities and outcomes to routinely improve the quality of services provided as measured by SAIL, Joint Commission, VACO and best practice mandates. Personnel performance appraisals, evaluations and applicable disciplinary actions are also critical pieces of this Psychologist Program Manager responsibilities. The location of the program within the main facility affords an opportunity to be involved with facility wide activities, projects, and decision making
This supervisory position is responsible to develop and implement information systems to track service activities including visits, referrals, inpatient days (when appropriate), patient demographics, equipment utilization and patient satisfaction. Develops implements and evaluates clinical guidelines, policies and protocols to establish appropriate utilization of services

Performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Technical assistance provided is based on monitoring activities and program reviews, and the development and analysis of information. In addition, the incumbent uses sound independent judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements
The supervisory psychologist provides case assessment and psychiatric diagnosis, treatment planning and assumes ultimate responsibility for coordination of care and discharge planning. This position provides individual, couples, and group psychotherapy services to veterans with a wide range of mental health and substance use disorders

Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed
Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program
Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature
Have successfully completed a professional psychology internship training program that was accredited by APA or CPA
Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia
Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology
At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level
Ability to organize work, set priorities, delegate tasks, and meets multiple deadlines
Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools
Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view
Skill in managing and directing the work of others to accomplish program goals and objectives
Ability to translate management goals and objectives into well-coordinated and controlled work operations
Ability to establish and monitor production and performance priorities and standards
Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program

Possesses advanced practice skills in administration, supervision, and management
