Responsibilities

Performs a variety of administrative and support type duties in such areas as administration, budget, purchasing, records and files management, property accountability, travel, and reports. Position serves as the authority to provide guidance and assists organization personnel on all of the above, as well as other related administrative functions. Exercises a thorough knowledge of the regulations, procedures, and processes governing administrative management functions and the organization's structure and functions; and a good working knowledge of the various functional staff and support office functions and services provided in coordination, initiating, and responding to actions required
Reviews, analyzes, and evaluates the accomplishments of various office administrative functions such as records management, reports control, forms control, and administrative standing operating procedures. Advises office personnel on proper maintenance and control of records. Periodically surveys records maintained throughout the organization for compliance with established regulations and procedures, notes deficiencies, inadequate or under-utilization of filing cabinets and storage-space, initiates action to correct deficiencies, e.g., improperly identified records. Implements instructions for the destruction or transfer of records and files
Incumbent must be able to analyze compliance measures and assist the Section Chief(s) in the organizing of applicable policies that address specific program standards and elements of performance. Specifically, incumbent needs to be able to match program policies from the NSO, complete Infrastructure Report (SIIT), and assist in Joint Commission Surveys
If an incumbent is a purchase cardholder and complies with Federal and VA Acquisition Regulation and policies, as well as local procedures, including but not limited to the following: socioeconomic goals, mandatory sources, Central Contractor Registration (CCR), Federal Procurement Data Systems (FPDS), Item Master File, Vendor File, and Unauthorized Commitment and Delinquent Obligation

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5
You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations
Physical Requirements: The work places no special physical demands on the employee. The work includes some walking, standing, bending and carrying of light items such as paper and books
There is no educational substitution at this grade level
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
