Responsibilities

Develops and implements IT strategies aligned with organizational goals, ensuring effective execution across specialized IT domains
Leads diverse IT teams, fostering professional growth, collaboration, and excellence in specialized areas such as UX, product development, software development, business partners, quality assurance, COTS development and vendor management
Champions the evaluation and adoption of emerging technologies and best practices to drive innovation and improve service delivery and product development
Builds and maintains strong relationships with business partners, customers, and vendors, ensuring IT strategies and projects align with stakeholder needs and expectations
Oversees the operational aspects of the IT department, ensuring efficient resource allocation, process optimization, and delivery of high-quality IT services and products
Manages budgeting, financial forecasting, and resource allocation to ensure projects are delivered within budget and contribute to the financial objectives of the organization

Required

At least eight years of experience in systems support, systems development or applications development
At least 4 years of experience in a leadership role within an IT environment
Strong leadership skills to guide and develop diverse IT teams
Excellent communication skills for effective collaboration across teams and with stakeholders
Fundamental understanding of project management principles
A solid technical foundation in IT principles
Ability to contribute to and execute strategic IT plans
Commitment to staying informed about the latest IT trends and best practices
High School Diploma/ GED
Obtain and maintain a Secret U.S. Government security clearance
U.S. citizenship

Preferred

Familiarity with legislative processes
Depth of experience with delivering incremental value to customers
Software development experience (e.g., .NET, PYTHON, low-code tools)
Proficient at supporting staff through agile principles and practices
Experience with Microsoft languages, the latest web technologies, reporting software, Oracle and SQL Server database platforms
Ability to build modern legislative systems solutions
