Responsibilities

Knowledge of the various capabilities for lethal and non-lethal targeting to support operational planning

Knowledge of Joint targeting strategic and operational planning and execution in support of mission areas such as counter-transnational organized crime and ISR operations

Skill in implementing the Joint Operational Planning Process and the six-step targeting cycle to enable substantive contribution to operational planning teams

Skill to formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest civilian authority in Government under high stress and quick changing crisis situations

Ability to develop and coordinate targeting products, within the targeting community of interest, to support working groups and decision boards

Ability to independently execute projects and/or studies within established time constraints

Ability to lead study teams in order to originate new ideas, projects, and methodologies

Ability to communicate effectively, both orally and in writing, to articulate complex issues

Specialized Experience for GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems

Specialized Experience for GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems

Knowledge of the principles, concepts, and theories related to DoD Counter Threat Finance, U.S. Interagency, and non-governmental Counter Threat Finance programs

Knowledge of analysis, evaluation, fact-finding, and principle investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives of intelligence information systems and indications and warning systems

Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments

Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management

Ability to apply analytical investigative techniques to accomplish work in the subject-matter field
