Design-Build Project Manager - Alternative Delivery Division

The Texas Department of Transportation is seeking a Design-Build Project Manager to oversee the planning, design, construction, and maintenance phases of design-build projects. This role involves managing complex project management work and ensuring compliance with federal and state regulations while coordinating with various stakeholders.

Government Administration

Responsibilities

Coordinates and communicates with FHWA, districts, divisions and administration on project issues and recommends resolutions
Develops, recommends and/or interprets policies and procedures regarding projects or program activities
Ensures contract administration and oversight of design-build projects is achieved
Oversees and develops plans for highly complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives
Performs alternative delivery contract administration to include contract interpretation, compliance monitoring, analysis and problem and dispute resolution
Performs site visits to oversee and monitor construction and traffic control projects
Prepares and makes presentations
Prepares sensitive and high-level correspondence and technical reports
Provides project updates and decision items to the Section Director, Division Director , or Executive Management
Responsible for the timely response of project issues, conflicts, requests for Information and other documents submitted by the district
Reviews change orders, and supplemental agreements
Performs other job responsibilities as assigned

Required

Bachelor's Degree in Engineering, Construction Science, or a related discipline
6 years experience in transportation planning or design; project or contract management or related activities
Valid driver's license

Preferred

Extensive knowledge of construction engineering policies and procedures
Project changes (scope, budget, schedule, resource management) using a critical path method enterprise information system management tool
Risk analysis procedures and methods
Contract interpretation and oversight
Considerable knowledge of transportation design engineering principles, practices and methods and the application of engineering theory
Roadway construction, inspection and evaluation methods and procedures
Agreements and related transportation engineering, contracting requirements
Thorough knowledge of planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
Expert skill in directing and establishing objectives; clarifying roles and responsibilities; evaluating results and making necessary adjustments
Developing, interpreting, and implementing policies, procedures, and technical information
Research and analysis methodologies
Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Overseeing and coordinating projects and program activities
Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees
Communicating complex ideas and information clearly, concisely, and effectively
Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Collaborates and cooperates with others and builds effective working relationships with internal and external members to accomplish organizational goals
