San Juan County is excited to invite candidates to apply for our Financial Clerk II position. The role involves performing a variety of complex and technical duties related to accounting, customer service, and financial management under the supervision of the Chief Deputy Treasurer and the County Treasurer.

Responsibilities

Excellent customer service skills, helping the general public at the counter, on the telephone or email correspondence in a pleasant and courteous manner despite stressful or difficult situations
Must be detail oriented and able to multitask
Provide training to other county employees on entering miscellaneous revenue into our software system and train other staff on recording REETA’s, electronically, helping the public at the counter and through the mail
Process tax payments received by mail, online and over the counter. Prior to receipting revenue, must verify checks are written accurately. Meets and deals with the public in sometimes stressful or difficult situations
Develop and maintain effective working relationship with the public, supervisors, coworkers, and other county employees
Identify opportunities and recommend changes to innovate and improve policies, practices, and processes
Performs routine clerical work such as filing and mail runs, etc
Attend necessary job-related training to keep skills current
Receipt all revenue transactions for county funds, schools and special purpose districts. Requires contact with the public, financial institutions, schools, special purpose districts and other county departments. Verify bank deposits coincide with transmittals and confirm accuracy of the Washington State Budget, Accounting and Reporting System (BARS) code numbers being entered
Provides excise tax information to the public by telephone, correspondence, or in person. Process REETA’s for exempt and non-exempt real estate transactions submitted by mail or electronically. Screen other various real estate documents for excise tax requirements as an agent for the Washington State Department of Revenue. Communicates with attorneys, title companies, escrow agents and the Washington State Department of Revenue
Manages the treasurer’s office voice mail, office email account, address change email account and forwards emails to the correct staff to assist with customers
Imports tax payments into our tax collection software for all online property tax payments and all mortgage payments. Exports a daily file from the tax collection software to an SFTP site for online property tax payments and for the mortgage companies
Main customer service person to serve our front counter
Fills in and backs up other staff as time allows
Acting within the scope of their responsibilities, work as a public employee and municipal officer with courtesy and professionalism, adhering to the highest standard of ethics in accordance with RCW 42.52

Required

A combination of education and related experience sufficient to provide the requisite knowledge, skills and abilities
Bachelor's degree in accounting, finance, or business management or equivalent and at least three years of responsible accounting experience OR any equivalent combination of education, training and experience that demonstrates the knowledge, skills, and abilities to perform the essential functions of the job
Excellent customer services skills are required, including the ability to effectively communicate with the public, county employees and special purpose districts both in person and through written correspondence
Position requires strong organizational, communication and computer skills
May be required to complete and pass background check per Office criteria
Excellent written and verbal communication skills
Detail oriented
Organized and able to multitask
Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports
Work independently and be self-motivated
Ability to focus on several tasks at one time, often with frequent disruptions and following each task through to meet required deadlines
Understand and apply RCW, WAC rules, office and legal procedures, and interpret complex issues as they relate to the legal processes of ensuring the collection and receipting of revenue
Ability to understand bond transcripts, proceedings, debt schedules and manage debt payments for county and special purpose districts
Establish and maintain effective working relationships with management, other county agencies and departments, and the general public
Capable to maintain appropriate level of confidentiality on certain matters
Ability to work with computers and use computer software including Microsoft Office applications, (Outlook, Excel, Word, PowerPoint, Access, SharePoint), and web-based applications
Work requires continuous sitting and operation of a computer including keyboard and mouse operation
Frequent standing and walking
Involves talking and hearing in person and on the phone
Vision abilities required by this job include close vision and the ability to differentiate colors and read computer monitor
Deals with customer stress and deadlines, which may require overtime, flexibility of time
This position requires attention to detail and communication skills
Requires the ability to calculate mathematical problems

Preferred

Accounting or financial experience with a City / County
Bilingual English/Spanish
