Civil Engineering Project Manager II/III
The City of Louisville is an award-winning small city seeking a Civil Engineering Project Manager II or III to work under the general supervision of the Assistant City Engineer within the Public Works Engineering Department. This role involves managing City Capital Improvement Projects, coordinating with various stakeholders, and ensuring compliance with City standards and codes.

Responsibilities
Acts as a project manager for assigned City Capital Improvement Projects. Prepares budgets for Capital Improvement Projects, develops contract documents, provides project engineering and management, solicits proposals, bids, and quotes and administers contracts
Maintains schedule and all records for assigned City Capital Improvement Projects. Tracks project expenditures and monitors budget
Communicates complex issues effectively to City staff, community groups, elected officials, and the public. Prepares and delivers presentations on projects to various groups and facilitates meetings with project teams and interested parties
Coordinates with Colorado Department of Transportation (CDOT) and the Denver Regional Council of Governments (DRCOG) on local and regional transportation projects
Reviews and recommends the approval of plans and specifications for streets, sidewalks, pavement markings, signage, drainage infrastructure, traffic-calming installations, and other municipal improvements
Coordinates with City’s construction inspector and performs field observation duties as needed to support projects. Works with project team to resolve issues that arise during construction
Coordinates Intergovernmental Agreements (IGAs) with surrounding municipalities and other agencies. Represents the City with both internal and external stakeholders including coordination on interagency projects
Provides technical direction to engineering technicians and other engineering employees when assigned to a project; coordinates with other City staff on special projects; directs work of consulting engineers on assigned projects
Assists with development review and provides comments on proposed annexations, subdivisions, planned unit developments, and other development projects for compliance with City codes, standards, and specifications
Reviews projects to ensure conformance with City Standards and City Code; reviews plans and interprets deeds, plats, and rights-of-way
Prepares cost estimates for a variety of public works construction projects
Prepares correspondence, City Council Communication documents, and special reports as needed or assigned
Responds to inquiries from the public concerning engineering operations in the City
Represents the Engineering Division at public meetings as assigned
Assists in developing long-range and short-range Public Works improvement programs
Address traffic-calming and traffic-related service requests. Reviews and investigates requests for signage, striping, and traffic-calming throughout the City. Develop solutions for implementation if warranted
Reviews transportation grant opportunities and presents them to the engineering team. Completes grant applications for strategic projects
Qualification
Required
Completion of a Bachelor's degree program in Civil Engineering
Any equivalent combination of acceptable training, education, and experience may be considered as deemed acceptable by the City of Louisville
Registration as a Professional Engineer (PE) in the State of Colorado or ability to obtain within 6 months if registered as a PE in another state
Four - Five (4-5) years of experience in civil engineering for Engineer II
Six - Ten (6 - 10) years of total experience with four (4) years of municipal engineering experience at the full performance level, two (2) of which are at the project management level, or any equivalent combination of acceptable training, education, and experience for Engineer III
Knowledge of the principles and practices of civil engineering, particularly as applied to municipal public works
Knowledge of GIS as related to utility mapping and asset management
Knowledge of the City code, ordinances, policies, procedures, rules, and regulations
Knowledge of construction standards, methods, materials, and equipment; particularly as applied to public works projects
Knowledge of pavement management, skill in the evaluation of pavement distress and use of software to determine roadway conditions and prepare annual CIP budget for street rehabilitation
Skill in the use of municipal, purchasing, permitting software (Munis, Energov, etc.)
Skill in the use of a personal computer and various engineering application programs including but not limited to Word, Excel, and AutoCAD
Direct and manage important and complex civil engineering projects
Experience coordinating with Departments of Transportation and grant-funding agencies on large transportation projects
Manage the work of others
Communicate clearly, both orally and in writing
Establish and maintain positive and effective working relationships with internal and external team members, agencies, and the public
Properly handle confidential information
Work with broad direction and limited supervision
Compile engineering data and statistics, write accurate specifications, coordinate with engineering technician to prepare design drawings and prepare cost estimates
Manage projects while maintaining schedules within established deadlines
Organize activities to complete tasks in accordance with priorities, address multiple demands, and meet deadlines
Manage and administer contracts
Read and interpret blueprints, plans, specifications, and legal descriptions
Conduct field test and inspections to determine compliance with standards and specifications
Work well with people from diverse cultures
Focus attention on tasks which may be complex, routine, or repetitive without losing concentration or becoming distracted by external activities
Adapt to interruptions, equipment failures, unusual demands, or changing priorities
Read and understand English and apply technical manuals, complex analytical methods, and research reports
Understand and follow written and oral instructions and procedures
Current Professional Engineer's License in the State of Colorado (or ability to obtain in 6 months) and a valid Colorado Driver's License with an acceptable driving record
