Assistant Director of Public Works - Capital Programs
The City of Fulshear is a dynamic and growing city located in Fort Bend County, Texas, seeking an Assistant Director of Public Works - Capital Programs. This role involves managing the City’s Capital Improvement Plan, overseeing budget creation, project management, and ensuring compliance with regulations while supervising technical and administrative personnel.

Responsibilities
Lead development and implementation of the City’s Capital Improvement Plan (CIP)
Provide fiscal oversight of CIP projects, including forecasting, budgeting, procurement, and financial tracking
Create CIP budget and adjustments; ensure compliance with city procurement procedures
Coordinate with TxDOT, Fort Bend County, and other regional/state/federal agencies on interlocal agreements and grant-funded initiatives
Represent the City’s best interest in overseeing consultant and contractor management on capital projects, including negotiation, scope, timelines, and deliverables
Ensure adherence to local, state, and federal regulations and construction standards
Prepare detailed project reports, timelines, and funding updates for City leadership and Council
Participate in long-range infrastructure planning and capital strategy development
Develop strategies for securing project funding, including grant applications and bond program management
Represent the City in capital project coordination meetings and agency briefings
Supervise capital projects team members, providing support, direction, and performance management
Provide regular updates and reports, both verbal and in writing, to City leadership, board and commissions, and as otherwise needed
Serve as essential personnel during citywide emergencies or continuity of operations efforts
Subject to 24-hour recall in emergency situations
Qualification
Required
A bachelor's degree in civil engineering, construction management, public administration, or a closely related field is required
5 to 8 years of progressively responsible experience in capital project planning, design, construction, or infrastructure rehabilitation
At least 3 years directly managing public infrastructure projects
A minimum of 5 years in a supervisory or managerial capacity, preferably within a municipal or governmental setting
Texas Class “C” Driver's License – Required
Pre-employment background check, drug screening, and motor vehicle record (MVR) check – Required
Knowledge of Capital Improvement Plan (CIP) development, funding strategies, and implementation
Knowledge of municipal infrastructure systems, including streets, drainage, public facilities, and related capital assets
Knowledge of local, state, and federal regulations applicable to capital project planning, permitting, and construction
Knowledge of principles of civil engineering, project management, and construction administration
Knowledge of government procurement processes and compliance standards
Knowledge of public sector budgeting, financial tracking, and grant administration
Knowledge of consultant and contractor oversight, including RFP development and contract negotiation
Knowledge of interlocal agreements and coordination with regional and state agencies (e.g., TxDOT, Fort Bend County)
Skilled in leading large-scale infrastructure and facility construction projects from concept through completion
Skilled in developing and managing multi-year CIP budgets and project timelines
Skilled in analyzing financial data, forecasting costs, and tracking expenditures
Skilled in negotiating contracts and managing professional services agreements
Skilled in coordinating with regulatory agencies and external stakeholders to align project goals and compliance
Skilled in writing and presenting technical and financial reports for executive leadership and elected officials
Skilled in communicating complex technical information to non-technical audiences
Skilled in supervising staff and fostering team accountability and performance
Skilled in managing multiple projects and priorities under tight deadlines
Ability to lead cross-functional project teams and oversee consultants, engineers, and contractors
Ability to interpret and apply construction documents, codes, and regulations
Ability to make strategic decisions and adjust project plans based on changing priorities or constraints
Ability to build effective working relationships with internal departments, external partners, and funding agencies
Ability to clearly present capital project plans, progress updates, and budgetary impacts to senior leadership and Council
Ability to maintain accurate records and ensure transparency and compliance in all phases of project management
Ability to serve as a reliable and responsive leader during emergencies or continuity of operations
Ability to respond to 24-hour recall requirements during critical or emergency events
Preferred
Professional Engineer (P.E.) License – Preferred, particularly for candidates with a civil engineering background
Project Management Professional (PMP) – Preferred for candidates with experience managing capital programs or multiple concurrent projects
Certified Construction Manager (CCM) or equivalent certification – Highly desirable
Facilities Management Certification – Level I – Preferred, or ability to obtain within a designated timeframe
Stormwater Management Certification – Preferred, or ability to obtain within a designated timeframe
