Technical Specialist - Assets
NEOGOV is seeking a Technical Specialist - Assets to join the City of Naperville’s Electric Utility. The role involves planning, coordinating, and overseeing Utility asset and operations contracts, ensuring compliance with project specifications, budgets, and timelines.

Responsibilities
Initiates and manages the preparation of the procurement plan such as the timeline and development of bid, RFQ, and RFP specifications and contract renewals. Recommends the most appropriate equipment, supplies, and vendors for the projects. Works cross-functionally with internal stakeholders, subject matter experts, and procurement
Coordinates the collection of required technical specifications and standards and assists in defining project scope, deliverables, milestones, and quality requirements
Responsible for the overall coordination and oversight of multiple assigned procurement projects. Assists with Capital Improvement Project (CIP) planning
Evaluates and documents business processes and procedures and recommends changes to improve efficiency and effectiveness
Secures necessary approvals and ensures compliance with City codes and regulations as well as Federal, State, and local laws
Manages the development of vendor qualifications, maintains vendor relationships, and coordinates contract negotiations and disputes
Coordinates, assists in, and/or prepares and tracks purchase requisition and contract documentation. Manages the procurement process from inception to executed contract(s)
Utilizes and enhances processes used by the Utility for purchasing goods and services and supports management with accurate information
Develops and maintains systems to track and report on the status of utility purchasing activities
Develops and assembles training materials and conducts training for internal and external stakeholders
Performs all other duties as assigned
Qualification
Required
A Bachelor's Degree in Engineering, Finance, Accounting, Business Administration, or a related field
One to three years of related technical experience
A valid State of Illinois driver's license
Preferred
Previous experience purchasing and/or obtaining material, supplies, or services for an Electric Utility
Certified Professional Public Buyer (CPPB) and/or Certified Public Procurement Officer (CPPO) certification(s)
