Responsibilities

Reviews Consultant-prepared subdivision plats, improvement drawings, and site plans and determines the adequacy of said plans in meeting the City's established design standards for construction of water and pressurized irrigation systems; determines plat and improvement drawing conformity to City's approved Water Facility Plan and established state and federal regulations; verifies City’s ability to service potential new property with regards to water and pressurized irrigation; assists City Water Superintendent, Engineer, and Construction Inspection Chief in the final inspection and acceptance of public improvements associated with development projects; evaluates work by other City divisions and developers within public rights-of-way to assure that the work meets City standards, requirements, and sound engineering practices
Reviews construction plans, specifications, and cost estimates prepared by contracted consultants and the City’s Engineering Division Design Section for City infrastructure projects involving water and pressurized irrigation system improvements; provides technical guidance to consultants and the Design Section on a project-by-project basis as assigned
Reviews and recommends changes to update City’s standard specifications, standard drawings, and special provisions for water and pressurized irrigation construction projects; researches and reviews new products, materials, and means and methods of construction for potential approval for use in water and pressurized irrigation system construction within the City
Compiles data and generates reports of water and pressurized irrigation system performance; prepares data provided to consultants for use in City projects and in software products used to improve system performance and maintenance; uses a variety of software programs to determine system performance, recommend future projects, and evaluate results of system maintenance programs and asset management
Conducts inspections as assigned for a variety of public works projects related to water and pressurized irrigation system improvements; recommends continuance of work progress or issues "stop work" notices for projects based upon compliance to City standards and project specifications or permit requirements; performs final walk-through inspections with developers and contractors; reviews pre-construction contractor submittals for materials and equipment and postconstruction test reports to assure contract compliance
Attends project planning, pre-bid, bid opening, preconstruction, and coordination meetings; attends development review meetings, making recommendations regarding design of proposed development and subdivisions; makes presentations before various Boards, Council, and Commissions; explains project goals, objectives, and impacts

Required

Graduation from an accredited four (4) year college with a Bachelor of Science Degree in Civil Engineering or related field
One (1) or more years of experience associated with municipal engineering or closely related field preferred
An equivalent combination of education and experience
Knowledge of project management techniques and practices
Knowledge of water and pressurized irrigation system design engineering, construction materials, installation, and inspection
Knowledge of engineering standards and requirements as established by various State and Federal Agencies (i.e., Idaho Department of Environmental Quality, Idaho Department of Water Resources, United States Environmental Protection Agency, etc.)
Knowledge of intricacies involved in inspection of construction work
Considerable knowledge of various software applications (i.e., GIS software, Microsoft Office applications, etc.)
Skill in the art of diplomacy and cooperative problem solving
Ability to communicate effectively, verbally and in writing
Ability to develop effective working relationships with Public Works Department administration and division heads, Water Division personnel, fellow professionals, the public, and subordinates
Ability to exercise diplomacy in dealing with a variety of problems affecting the image of local government
Must possess a valid Idaho driver's license
Must have passed the Fundamentals of Engineering exam and possess a Professional Engineer Intern certificate in the State of Idaho or equivalent in another state
