Responsibilities

Lead or contribute to the development of enterprise-level planning tools, templates, and processes that support FEMA PED’s mission
Apply the FEMA Six-Step Planning Process and other formal planning systems to support both deliberate and crisis action planning across PED branches
Develop and maintain content within the Planning Decision Support Catalog (PDSC) to ensure standardized and scalable planning support
Coordinate with PED stakeholders, regional offices, and federal/state/local partners to synchronize planning efforts and integrate data-driven approaches
Provide subject matter expertise in disaster response and recovery planning across various mission areas (e.g., prevention, preparedness, mitigation, response, and recovery)
Mentor and guide junior planning staff and contribute to quality assurance of planning deliverables
Translate complex operational requirements into clear, actionable plans and supporting documentation
Participate in planning workshops, interagency coordination meetings, and internal FEMA planning forums
Support continuous process improvement initiatives and provide recommendations for enhancing planning workflows

Required

Proven ability to lead or coordinate planning initiatives with multidisciplinary teams and cross-jurisdictional stakeholders
Strong written and verbal communication skills, including experience drafting planning documents, SOPs, and operational frameworks
At least 10 years of professional emergency management experience, including 5 years in a supervisory or team leadership role
Demonstrated experience in disaster response and recovery planning
Proficiency in the FEMA Six-Step Planning Process, military planning system (e.g., JPP, MDMP), or similar structured planning methodology
Must have a Secret clearance

Preferred

Bachelor's degree in Emergency Management, Homeland Security, Public Policy, or a related field
