Resident Engineer - Rail and Transit / Tunnel
Parsons Corporation is a leader in critical infrastructure projects, and they are seeking a Resident Engineer specializing in Rail and Transit - Tunnels to oversee the Hudson Tunnel project. Responsibilities
Act as the main liaison between contractors, site supervisors, and project engineers to resolve on-site issues, clarify project requirements, and ensure smooth coordination and alignment on project objectives
Enforce safety protocols and monitor compliance with environmental, health, and safety regulations specific to heavy civil and tunneling work, including conducting regular safety inspections and initiating corrective actions for any identified risks or non-compliance
Prepare detailed daily and weekly reports on construction progress, site conditions, and any challenges encountered, maintaining comprehensive records of on-site activities, including inspections, test results, and incident reports, ensuring accurate documentation of project milestones
Identify and resolve on-site engineering and construction issues as they arise, particularly those unique to excavation and SEM tunneling operations
Manage the planning, design, construction, and maintenance phases of tunnel and ventilation shaft projects. Coordinate with project managers to ensure timely completion within budgetary constraints
Provide technical expertise in tunneling engineering, including design review, construction methodologies, and materials selection. Ensure compliance with industry standards and regulations
Implement QA/QC procedures to monitor construction activities, inspect workmanship, and address any deviations from project specifications. Conduct regular site visits and inspections to ensure compliance with safety and quality standards
Identify potential risks and hazards associated with tunneling and ventilation operations. Develop mitigation strategies and contingency plans to address safety concerns and minimize project disruptions
Liaise with project stakeholders, including government agencies, contractors, consultants, and local communities. Communicate project progress, address concerns, and resolve conflicts to ensure alignment with project goals
Monitor project budgets, expenditures, and resource allocation. Identify cost-saving opportunities and optimize resource utilization to maximize project efficiency
Ensure compliance with environmental regulations and sustainability standards. Implement measures to minimize environmental impact, such as pollution control, waste management, and biodiversity conservation
Maintain accurate records of project activities, including construction documentation, inspection reports, and compliance certificates. Prepare regular progress reports and presentations for project stakeholders and senior management
Qualification
Required
Bachelor's Degree in construction-related field (or equivalent construction-related work experience), and typically 10+ years of experience in field construction is required
Ten plus years of experience in heavy civil construction, with a focus on large shafts, excavation, and tunneling projects
Strong ability to act as a liaison between contractors, site supervisors, and project engineers, ensuring effective communication and coordination
Proven track record of enforcing safety protocols and monitoring compliance with environmental, health, and safety regulations
Excellent skills in preparing detailed reports and maintaining comprehensive records of on-site activities
Demonstrated expertise in identifying and resolving on-site engineering and construction issues, particularly those related to excavation and tunneling operations
In-depth knowledge of tunneling methods, ventilation systems, and geotechnical engineering principles
Proficiency in project management software, CAD tools, and technical analysis software (e.g., AutoCAD, MATLAB, ANSYS)
Strong communication, leadership, and problem-solving skills
Ability to work effectively in a multidisciplinary team environment and manage competing priorities
Knowledge of relevant industry standards and regulations (e.g., OSHA, ASTM, NFPA)
Familiarity with construction safety protocols and risk assessment methodologies
Preferred
Preference for candidates with specific experience in Sequential Excavation Method (SEM) tunneling, shotcrete lining, and shaft construction
Local experience in Manhattan or similar urban environments is helpful but not required. May want someone with Hydraulic Shield experience, but that depends on the winning P1B winner
Advanced degree or professional certification (e.g., PE license) is preferred
Proven experience in tunneling, underground construction, or ventilation engineering, with a minimum of 10 years in a similar role
