Administrative Support Professional

Responsibilities

Operate multi-line phone system to answer, screen, or forward calls as appropriate
Greet persons inquiring at City Hall and provide information or service as needed
Hear and resolve or appropriately direct complaints from the public
Receive payment, record receipts, and keep logs as needed for utility bills, property tax payments, pet licenses, building permits, and various licenses and permits
Assist City Clerk with the issuance and record-keeping of City licenses
Assist City Clerk with the fulfillment of open records requests
Assist residents in voter registration and casting in-person absentee ballots
Assist City Clerk in all aspects of election preparation and recording, including polling place setup, poll book creation, absentee ballot generation and mailing, and election-day duties
Perform administrative support tasks as assigned or requested, such as drafting and proofreading documents, website, and newsletter content; coordinating and assembling mailings; photocopying and faxing; posting meeting agendas; coordinating meetings, data entry, and other tasks as requested
File and maintain all committee agendas and minutes
Coordinate requests for special assessment searches
Collect, sort, distribute, or prepare mail, messages, or courier deliveries; maintain postage meter and coordinate postage funding
Inventory and order office supplies and maintain supply room; coordinate ordering with multiple departments for quantity-priced items
Deliver mail and bank deposits as necessary
Perform data entry and respond to inquiries for the water utility in the absence of the Utility Clerk
Direct patrons for Monona Municipal Court in the absence of the Court Clerk
Other tasks as assigned

Required

High school diploma or G.E.D. equivalent
Excellent customer relations skills
Excellent oral and written communication skills
Knowledge of and experience with Microsoft Office programs, including Word, Excel, and Outlook
Ability to learn and become proficient in using various other computer applications and software
Experience in using general office equipment, including phone/switchboard, printer, photocopy machine, scanner, calculator, fax machine, postage machine
Ability to effectively communicate both verbally and in writing
Service orientation: ability to actively listen, search for information, and find ways to solve problems
Ability to multi-task and complete tasks notwithstanding multiple interruptions
Ability to perform basic math functions
Ability to use reasoning and exercise judgment to apply general rules to specific problems
Ability to read maps in order to accurately give information or answer questions regarding City streets and facilities
Ability to sit or stand for long periods of time and to move often from one activity to the next
Ability to sustain repetitive physical activity (e.g., key entry) and mental activity (e.g., proofreading)
Ability to convey information effectively both on the phone and in person
Ability to hear to understand the speech of another person
Ability to see details at close range (within a few feet of the observer)

Benefits

Health Insurance: two plan options available through Quartz Benefits -- a no-deductible HMO plan or a high-deductible plan. The City pays 90% of the premium for single or family coverage plus 75% of the employee deductible for those who choose the high-deductible plan. Quartz has a large network of local providers which includes UnityPoint Health and UW Health.
Dental and Vision Insurance: coverage provided through Delta Dental/Vision. The City pays 100% of the premium for single or family coverage.
Retirement: the City contributes a defined employer share (6.9% in 2024) to the Wisconsin Retirement System, the State of Wisconsin's pension plan for state and local government employees. The City also sponsors an additional 457 plan option through Mission Square Retirement.
Life Insurance: provided through the State of Wisconsin Group Life Insurance Program, the City contributes to the premium for insurance up to 2x annual salary. Employees can purchase insurance up to 5x their annual salary, plus spouse and dependent coverage, at their own expense.
Income Continuation Insurance: also provided through the State of Wisconsin's plan, this benefit provides income replacement for up to 75% of current salary for a short-term disability. The City provides this benefit with a 6-month elimination period. More insurance and shorter elimination periods can be purchased at the employee's expense.
Vacation: paid vacation is provided on a vacation schedule beginning with 8 days during the first year of employment, 13 days in years 1-6, 18 days in years 7-16, and 23 days after 16 years.
Sick Leave: one day of sick leave is provided per month with the ability to accumulate and convert up to 85 days of unused leave at retirement.
Paid Parental Leave: new parents receive 2 weeks of fully-paid leave for the birth, adoption, or foster placement of a child.
Family Care Paid Leave: employees are eligible for a supplemental benefit of up to 2 weeks of paid leave to care for a close member during a serious medical situation.
Holidays: 9 paid holidays plus 3 floating holidays are provided each year.
Flexible Spending Plan: the City sponsors a flexible spending plan through TASC.
Family Pool Pass: full-time employees receive a free family pass for Monona's outdoor swimming pool.
