Responsibilities

Design of Repairs and Rehabilitations of Systems for Statewide Movable Bridges, Tunnels, and Pump Stations: This position is the Department’s leading expert on designs for the repair and rehabilitation of electrical or mechanical systems for movable bridges, tunnels, and pump stations. Designs and develops plans, specifications, and construction estimates, (PS&Es) for complex systems of statewide LA DOTD movable bridge, tunnel, and pump station repair projects. This work includes, but is not limited to: power distribution, standby power systems, automatic and manual transfer switches, lighting, relay and PLC control systems, motor selection, speed control systems (resistor banks, soft starters, VFDs), hydraulic drive systems, gear drives, roller and sleeve bearings, wire ropes, span locks, air buffers, hoists, drum and disc brakes, and the design/selection of any other system required to provide a fully functional movable bridge, tunnel, pump and drainage system, ventilation system, fire/life safety system, emergency power system, etc. Most projects require immediate action with short timeframes for design in order to prevent a system failure or to return a system to full operation. Requires expert knowledge of the AASHTO Movable Highway Bridge Design Specifications, and ensures that all movable bridge designs conform to all LA DOTD and FHWA design standards. Possesses functional knowledge of all other codes and regulations that govern the design of movable bridges and their systems. Requires expert knowledge of the Tunnel Operations, Maintenance, Inspection, and Evaluation Manual (TOMIE) and NFPA 502: Standard for Road Tunnels, Bridge, and Other Limited Access Highways
Construction and Maintenance Related Engineering Services: Reviews/approves all equipment submittals and shop drawings related to the work he/she has designed. Provides engineering support during construction to District Project Engineers/Inspectors on construction issues related to the systems he/she has designed. Support consists of periodic field inspections, responding to RFIs from the Contractor, answering e-mail/telephone questions from the Project Engineer/Inspector, developing acceptable solutions to construction or plan errors as requested by the Project Engineer, and approving all design changes requested by the Contractor during construction. On movable bridges, assists the Project Engineer in coordinating temporary operating schedules with the US Coast Guard. Performs final field inspections of all new/rehabilitated movable bridges, tunnels, and pump stations to insure that the systems have been constructed according to the contract documents. Advises district maintenance sections on current acceptable procedures for maintaining systems on movable bridges, tunnels and pump stations. Researches new technologies that improve the operability, reliability, and safety of those systems
Consultants Contracts and Review: Assists with the development of the mechanical and electrical consultant contract. This involves describing the scope of work, estimating the man-hours to complete the work, establishing contract time, and establishing the design criteria. Reviews construction documents prepared by private consultants for movable bridge, tunnel, and pump station projects to insure the plans meet the requirements of the consultant contract. This may include 30%, 60%, 90%, and 100% final plan reviews. At the request of the Project Manager, rates the consultant’s overall performance of the contract
Miscellaneous Duties: Design of Systems for Building Facility Projects:Under the supervision of the Building Facility Design Expert, designs and develops PS&Es for commercial building systems. These systems can be for new building facilities or the renovation of existing building facilities and can include lighting, power, fire alarm, communications, HVAC, plumbing, sanitary sewer, and the design/selection of any other system required to provide a fully functional building facility. Emergency Inspection/Repairs: Assists the Statewide Bridge Maintenance and District Maintenance sections with field inspections of movable bridge structures that were damaged either by collision or a catastrophic event such as a hurricane. Services may include assessment of the damage and the structure’s ability to remain open to traffic, recommendations for repairs, and/or preparation of construction documents to effect repairs. On-call 24/7 for immediate assistance as required. Maintenance of Design and Construction Standards: Maintains the Department’s design and construction standards related to systems for movable bridges. The design standards are part of the Bridge Design Manual and are used by consultants as a design guide. The construction standards are part of the LA DOTD Standard Specifications which govern construction. Other Duties: May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities. All duties related to emergency/disaster activities shall serve as a subject matter expert/liaison between their area of specialty and DOTD’s emergency response section. Emergency Operations is the primary point of contact at DOTD for any emergency/disaster related activity and matters concerning these activities shall be directed to that Section

Required

Possession of a current Louisiana license to practice professional engineering
Two years of licensed engineering experience, which includes possession of an electrical or mechanical engineering license plus one year of experience in design or maintenance of electrical or mechanical systems (e.g. pumping systems, gear systems, building systems, control systems, backup power systems, HVAC, etc.)
Six years of professional engineering experience, which includes four years of professional level electrical or mechanical engineering experience in design or maintenance of electrical or mechanical systems (e.g. pumping systems, gear systems, building systems, control systems, backup power systems, HVAC, etc.)

Preferred

A master's degree in engineering will substitute for one year of professional engineering experience
A doctorate degree in engineering will substitute for two years of professional engineering experience
Advanced degrees will substitute for a maximum of two years of professional engineering experience
