Responsibilities

Manages, develops and coordinates activities related to the engineering component of private development projects. This includes participating in the planning, engineering and building permitting processes
Administers and provides interpretations of the City of Bend Standards and Specifications as it relates to private development
Makes final decisions on engineering plans associated with private development proposals. Applies adopted standards to development proposals and private construction projects
Provides written documentation of whether a proposal meets adopted standards. Provides guidance and recommendations to City staff, public agencies and the development community on how City engineering standards can be met
Assists in the development and monitoring of internal procedures for efficient review of development applications
Meets with developers and citizens in meetings and at the front counter to provide engineering information related to existing and proposed infrastructure
Drafts, maintains and administers contracts, agreements and financial securities with contractors and developers
Represents the division and the City in settings that may include meetings of the City Council, Planning Commission or other agencies. Prepares correspondence, reports, agenda items, recommendations or other written materials for presentation to the City Council, Planning Commission and other appointed commissions
Makes final decisions on a wide range of Private Development engineering topics authorized by the Bend Development Code, the Bend Municipal Code, and the Bend Standards and Specifications
Calculates, and participates in the methodology for establishing Systems Development (Impact) Charges. Develops and/or calculates other fees and charges related to private development permitting
Supervises the work of assigned employees. To include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations
Ensures that all records relating to private development engineering review and decisions are maintained
Tracks growth management strategy and the related master planning processes to assure engineering needs and realities are reflected and accommodated in such efforts
Coordinates with Long Range Planning, Capital Construction, Utilities, Transportation and legal staff to assure infrastructure planning is coordinated and meets long term demand
Represents the City on boards and committees as directed by the City Manager or delegate
In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure
Performs related duties as necessary to achieve the objectives of the position

Required

Bachelor's Degree in Civil Engineering or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description
9 or more years' experience in a similar position and/or performing similar tasks
4 to 6 years' of Managerial experience
Current and valid Driver's license per City policies outlined in the Employee Handbook
Certification as a Professional Engineer in the State of Oregon required or ability to acquire within six months of appointment

Preferred

Professional experience in both public and private sectors is desirable
