Chief Financial Officer
NEOGOV is seeking a Chief Financial Officer (CFO) for the City of Hillsboro, who will provide visionary financial leadership and shape strategic direction to ensure long-term fiscal sustainability. The CFO will oversee all financial operations, guide major financial decisions, and collaborate with city leadership to enhance the City’s financial health and operational excellence.

Responsibilities
Provides visionary financial leadership for the City, shaping strategic direction and ensuring long-term fiscal sustainability across all municipal operations
Serves as a trusted advisor to the City Manager and executive leadership team, guiding major financial decisions while advancing the City’s financial health, long-term stability, and strategic priorities
Leads the planning, coordination, and execution of all financial operations, including budget, treasury and investment management, accounting, payroll, financial forecasting and reporting, and debt issuance
Provides oversight across a diverse portfolio of services that also includes utility billing, procurement services, including the City’s supplier diversity program, and the municipal court
Ensures these functions operate with efficiency, transparency, and in alignment with the City’s strategic plan and Council goals
Guides the strategic direction of the Finance Department and implements policies and systems that support high-performing, customer-oriented operations
Develops and administers complex financial models to support decision-making in areas like forecasting, labor negotiations, benefit cost management, and major capital investments
Manages Citywide and departmental budgets, oversees compliance with federal, state, and local financial regulations, ensures data-informed reporting, and cultivates a culture of accountability and continuous improvement
Collaborates with elected officials, City leadership, and department directors, bringing a broad and integrated view to municipal finance and plays a critical role in shaping the City's fiscal future
Interacts with private industry, Washington County, and the state in evaluating the financial health of the City now and into the future
Acts as a trusted partner in shaping and executing the City’s financial strategy in collaboration with the City Manager and City leadership
Simplifies complex financial information to foster understanding across varied audiences and clearly articulates the City’s financial position
Approaches complex challenges with objectivity, offering sound financial guidance while maintaining a service-oriented mindset grounded in curiosity and creativity
Qualification
Required
At least 10 years of related experience in municipal finance, including three years of leadership experience is required
Direct experience building and maintaining a high-functioning team is essential
Knowledge of, or the ability to quickly learn, Oregon budget and property tax law are essential
A bachelor's degree in finance, accounting, or a closely related field is required
Preferred
Knowledge of public sector unions and implications of pay practices, public pensions, and funding implications, and grant administration is ideal
Prior experience in issuing municipal debt and providing financial guidance regarding local option levies is preferred
A Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) is preferred
Knowledge of Municipal Court operations is beneficial
