Director of Safety Programming, MSHA
Southeast New Mexico College (SENMC) is a newly independent public community college located in Carlsbad, New Mexico. They are seeking a Director of Safety Programming, MSHA to provide strategic leadership and operational oversight for MSHA training and workforce safety initiatives, ensuring high-quality safety training programs in collaboration with industry partners.

Responsibilities
Provide overall leadership and direction for MSHA safety training programs and initiatives
Develop, implement, and maintain Workforce Development MSHA training programs in alignment with 30 CFR 46, 47, 48, 56, 57, 58, and The Mine Act of 1977
Maintain all active MSHA Trainer status requirements and ensure institutional compliance with MSHA policies and reporting
Cultivate partnerships with industry leaders, business representatives, mine operators, and regulatory agencies to assess safety training needs and develop customized safety education solutions
Evaluate regional workforce and safety data to forecast training needs and workforce trends
Lead and supervise MSHA training staff and instructors, including onboarding, scheduling, professional development, and performance evaluation
Develop strategic plans and operational goals for MSHA training program growth and sustainability
Oversee the coordination of training schedules, facility arrangements, equipment inventories, record management, and reporting to MSHA
Represent SENMC at state and regional MSHA meetings, industry forums, and workforce development councils
Provide guidance and leadership on workforce safety and training initiatives in collaboration with internal college departments, external partners, and regulatory agencies
Support the Vice President of Workforce Development and Community Engagement in workforce strategy development, labor market analysis, and the design of safety-focused talent development initiatives
Maintain productive relationships with the public sector, private sector, and non-profit employers to create safe, career-ready pathways for students and incumbent workers
Other duties as assigned in response to institutional, regulatory, and regional economic needs
Qualification
Required
Bachelor's degree in a related field with six (6) years of progressively responsible professional experience directly related to the standard duties as outlined
Must possess a current, active, authorized MSHA trainer card
Equivalency: Associate degree in a related field with eight (8) years of relevant professional experience directly related to the standard duties as outlined
Any equivalent combination of education, training, and/or experience as approved by the Human Resources Department
Extensive knowledge of 30 CFR 46, 47, 48, 56, 57, 58, the Mine Act of 1977, applicable regulatory updates, and mine health and safety standards
Demonstrated leadership in the development and delivery of safety-centered instruction in diverse learning environments
Proven ability to lead and manage safety training programs, personnel, budgets, and operational activities
Ability to gather, analyze, and present labor market and regulatory data to inform strategic decisions
Established skills in relationship-building with diverse stakeholder groups, including employers, government agencies, community colleges, and policy makers
Experience developing workforce strategies in alignment with regulatory compliance and regional economic development goals
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and data management/reporting tools
Exceptional oral and written communication skills, including public speaking, grant/report writing, and professional presentations
Strong organizational and problem-solving skills, with a commitment to continuous improvement and regulatory compliance
Experience working directly in the mining industry and/or related workforce safety environments, with knowledge of regional safety and workforce needs
Ability to work independently, exercise sound judgment, and manage multiple priorities in a dynamic environment
