CIVIL ENGINEER II OR III - WATER RESOURCES PLANT OPERATIONS

Responsibilities
Coordinates all phases of assigned projects, including design, bidding, contracting, construction inspection, and progress monitoring—ensuring adherence to budgets, quality control standards, safety, regulations, schedules, and policies
Assists with managing basic to complex, high-value projects ranging from $200,000 to $125 million. Maintains complete project records
Participates in consultant selection committees and assists with contract negotiations per State statutes
Collaborates with consulting engineering firms and stakeholders to complete preliminary engineering, final design, permitting, bidding, and construction phases for water/wastewater treatment plant upgrades and lakes and dams projects
Provides technical input on specifications for water/wastewater treatment plants and lakes/dams in coordination with the General Manager of Operations
Prepares and updates project schedules (using Microsoft Project and Excel) and budgets for inclusion in the Capital Improvement Plan (CIP)
Oversees contractor compliance with contract documents; conducts site inspections; participates in progress meetings; prepares inspection reports (including photographs) and detailed meeting minutes to brief management on project status; prepares and updates project cost estimates, schedules, and cash flow projections
Serves as a liaison between consultants, contractors, Water Resources operations staff and management
Participates in technical review of consultant-prepared reports, plans, cost estimates, schedules, and specifications for technical accuracy, regulatory compliance, and constructability; reviews consultant invoices and construction pay applications for accuracy and timeliness
Supports vertical construction and utility infrastructure projects (e.g., grading, paving, roofing, mechanical, coatings, electrical)
Participates in dam and lake improvement projects, including updates to Emergency Action Plans (EAPs) and Operations & Maintenance Plans
Coordinates with operational staff during project initiation, design, construction, and closeout. Coordinates plant shutdowns and tie-ins
Notifies and coordinates with residents, businesses, and industries affected by projects; addresses concerns and resolves conflicts
Conducts or attends design, preconstruction, and construction meetings
Assists with right-of-way and property acquisition activities
Assists with the City's Lake and Stream Vegetative Buffers Program, including maintaining agreements, reviewing engineered landscape plans, conducting inspections, and communicating with property owners and regulatory agencies
Performs other related engineering duties as assigned
Qualification
Required
Graduation from an accredited college or university with a Bachelor's degree in Civil, Environmental or Construction Engineering
Two (2) or more years of experience in utility engineering or a related field
Must possess a valid North Carolina driver's license
Thorough knowledge of civil/environmental engineering principles and practices, especially those related to water and wastewater treatment, utility operations, and lakes/dams
Strong understanding of construction methods, regulations, permitting, and code compliance (local and State level)
Proficiency in project scheduling, budgeting, and reporting tools such as Microsoft Project, Excel, and GIS applications
Ability to perform complex engineering calculations and provide sound technical recommendations
Skilled in interpreting technical plans and specifications; reviewing design documents and shop drawings
Strong communication skills—both verbal and written—with the ability to convey complex ideas effectively
Ability to build and maintain positive working relationships with City staff, consultants, contractors, regulatory agencies, and the public
Preferred
Experience with water and wastewater treatment facility design and construction
Engineering Intern (EI) certificate
