Senior Acquisition Specialist (Subject Matter Expert)

ANSER enhances national and homeland security by strengthening public institutions and is seeking a Senior Acquisition Specialist (Subject Matter Expert) to provide acquisition, engineering, and operational expertise across all phases of the space systems acquisition lifecycle. Responsibilities

Advise program managers on cost, schedule, and performance issues to support informed decision-making
Draft and revise Joint Capabilities Integration and Development System (JCIDS) and acquisition documentation, including CONOPS, acquisition strategies, milestone materials, system specs, and technical evaluations
Prepare program materials for internal and external stakeholders, ensuring alignment with current DoD and service-specific guidance and standards (e.g., MIL-STD)
Provide technical or programmatic status reports for individual programs or portfolios, in collaboration with program leadership
Identify opportunities for acquisition process improvement and provide actionable recommendations that address technical, organizational, or programmatic risks
Contribute to risk program development by defining processes, identifying technical risks, and drafting mitigation plans
Support the tracking of funds, commitments, obligations, and expenditures; perform earned value and schedule analyses; and provide PPBE support, including POM development, end-of-year actions, and congressional reporting
Review and analyze acquisition deliverables such as Program Contractor Status Reports, IMS/IMP, WBS, CDRLs, and financial reports for compliance, accuracy, and traceability
Participate in surveillance reviews and evaluate contractor earned value and alternative management systems; recommend corrective actions and track findings
Monitor program schedules, track acquisition implementation, report shortfalls, and maintain acquisition reports correlated with baseline data
Support technical engagements such as TIMs, design reviews, working groups, and VTCs, while maintaining awareness of all programs and ongoing technology development within the portfolio
Assist with source selection planning and execution, including the development of documentation (e.g., acquisition strategies, evaluation plans) and proposal evaluations
Collaborate with integrated product teams, working groups, and stakeholders to ensure cross-functional alignment and integration of acquisition activities

Required

Master's Degree
Active TS/SCI Security Clearance
15+ years of acquisition experience in Department of Defense and Space programs
Demonstrated acquiring highly classified ACAT-like MILSATCOM systems
Prior experience coordinating actions and associated documentation for ACAT-like Defense Acquisition Boards (DABs) and to support source selections for ACAT-like programs
Demonstrated knowledge of the evaluation/assessment of solicitation documents, processes and requirements such as work statements, acquisition plans, technical readiness assessments, contract data artifacts, technical requirements/compliance documents, and evaluation criteria for technical rigor, adequacy, completeness, as well as appropriate application of the specialty engineering disciplines
Knowledge and experience with DoD Planning, Programming, Budgeting, and Execution
Demonstrated knowledge of Air Force contracting and Air Force financial management processes and systems
