Project Manager, Detroit at Work (Program Analyst Manager 4)
NEOGOV is seeking a Project Manager to work within the Mayor's Office of Detroit. The primary responsibility of this role is to develop and maintain systems for organizational effectiveness, ensuring staff awareness of deadlines and managing daily operations for the Executive Director of Workforce.

Responsibilities
Develop, monitor and report project plans for various departments, workstreams and initiatives, allocate resources, set schedule, operate within budget, and maintain documentation for each project
Monitor and evaluate the plan effectiveness, investigate trends, recommend and implement modifications to improve effectiveness
Effectively manage staff
Maintain effective and transparent documentation by developing detailed work plans, schedules, project estimates, status reports, etc. Identify resources needed and establish clear project roles and responsibilities
Provide excellent customer service
Plan, coordinate, and administer activities of assigned projects to include developing and implementing related procedures, processes, services and systems
Monitor project plans for the organization, including workstreams and initiatives
Develop a process and action plan to monitor all grants and ensuring grant budgets and reporting deadlines are met
Track, monitor, propose, and review DESC departmental and organizational policies
Identify stakeholder requirements, coordinate efforts, assess issues, risks, and interdependencies, determine root causes, and recommend sustainable improvements. Identify procedural changes and create a dashboard necessary to trail follow-up loops and ensure projects meet scheduled deadlines
Coordinate and confirms the completion of cyclical, special, infrequent, and one-time processes to effectively manage the daily operations of the organization
Exhibit professionalism, diplomacy, and ability to appropriately interact with staff and stakeholders while maintaining working relationships in all aspects
Conduct effective meetings. Prepare presentations for a variety of audiences including senior leadership
Effectually communicate stakeholder requirements, bring teams to consensus, and communicate project progress to all stakeholders on a regular basis
Analyze qualitative and quantitative data. Prepare reports for progress and appropriate recommendations or conclusions
Support the identification, planning and execution of process improvement opportunities
Organize and facilitate various meetings, as necessary
Complete scheduling and manage calendars
Take efficient notes, assign tasks and monitor performance
Perform other duties as assigned
Qualification
Required
Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field
Minimum of five (5) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data is required
One (1) year experience in a supervisory capacity over program analyst professionals
Preferred
Minimum of seven (7) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data
Three (3) years experience in a supervisory capacity over program analyst professionals
Master's degree in one of the above fields
Project management experience and skills are preferred
Lean and/or Six Sigma experience is preferred
A Master's Degree is preferred
Project Management Professional (PMP) certification from the Project Management Institute (PMI) is preferred
Relevant experience working in a nonprofit and/or public/community-based organization is highly preferred
Experience managing or implementing training and workforce initiatives and/or general knowledge of workforce trends in the fields of construction, manufacturing and/or logistics highly desirable
