Principal Quality Assurance Engineer

Responsibilities
Define scope of technical and quality engineering programs and develop effective, quality solutions to challenges which involve unique or controversial problems
Creatively meet all company and industry requirements and apply site systems to achieve quality, cost-effective, and timely results
Give quality guidance to less senior professionals on related tasks
Apply technical and quality engineering experience in field of specialization to resolve complex problems
Incorporate advanced technical and quality engineering practices and a variety of complex features such as: complicated technical requirements, application of new or special materials or processes, and difficult coordination or oversight requirements into problem solving and program planning
Provide leadership in determining solutions to complex problems and be recognized as having expertise in a functional area of technical and quality engineering specialization
Provide direction and position responsibility both inside and outside department lines on programs seeking new approaches to problems and new application of existing engineering and quality assurance principles; evaluate the results of programs through surveillances, monitoring, assessments, and reviews; prepare reports and recommendations based on these evaluations; and, identify and recommend improvements where established technology, methodology, and procedures are inadequate for solution
Keep informed of the advancement of technology and requirements as applied within one's area of specialization and expertise
Develop QA programs and procedures and ensure compliance and effective execution of technical and quality assurance requirements within the assigned facility or program area
Be accountable for compliance with the approved schedules and that personnel under one's technical guidance area appropriately trained and effectively utilized
Prepare plans including schedules, budgets and personnel requirements for solving technical and quality engineering tasks identified by management
Develop schedules, monitor progress, monitor expenditures of budget and review quality of work completed to ensure that technical and quality requirements are met
Serve on a Facility Review Board, providing QA expertise in support of facility start-up and/or operation
Support facility/project needs within the assigned area by conducting procurement, procedure, and work package reviews
Communicate objectives and results to customers, colleagues, and management
Prepare reports, professional papers, and articles for internal publication; Occasionally prepare reports for external publication
Communicate with DOE personnel regarding QA Program and corrective action status
Enhance expertise in field through leadership in local technical societies
May also participate in national technical societies, advanced studies, or national consensus standards committees
Demonstrate commitment to TQ concepts by active participation and successful implementation of Div./Dept. TQ initiatives
Serve as a QA expert in evaluating the QA Programs of major program participants, including subcontractors and suppliers, in order to recommend corrective actions, redirect efforts, and provide judgment regarding a project or facility's potential for success
Present findings to program or facility management and Site QA
Perform other duties as assigned by management
Qualification
Required
PH.D. degree in Engineering/Science with 5 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
MS degree in Engineering/Science with 8 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
BS degree in Engineering/Science with 10 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
Non-Technical degree with 13 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
HS Diploma or GED with 18 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction, or Industrial Manufacturing
At least 16 years of multi-disciplined professional Quality Assurance, or engineering related experience with increasing levels of responsibility in an operations, maintenance, construction, or manufacturing environment, of which, 10 years must have been in a senior position
Sound basis in System(s) Engineering (SE)
Must have experience successfully executing a broad range of SE applications
Must have experience leading implementation of SE processes required to achieve the intended benefits, e.g., project success, process transformation, overcoming cultural paradigms
Must have experience working with the Nuclear Weapons Complex
Must have experience supporting DOE projects (line items to General Plant Projects), programs and missions
Must be able to prepare and/or assist in the preparation of Program Plans, Program Implementation Plans, and systems engineering management plans and perform mission analyses in support of individual DOE / NNSA programs and projects
Must be able to develop risk management plans to manage the risks for organizations, projects and programs
Must be able to perform alternative / decision analyses in support of individual programs and projects
Must be able to conduct systems engineering training and develop any required specific training required by the Task Order, when applicable
Must be able to provide feedback to DOE / NNSA engineers and managers working with the Subcontractor employees on how to improve their techniques in the fields of program / project management and systems engineering
Must be able to perform requirements analyses in support of individual programs and projects
Must be able to perform functional analyses in support of individual programs and projects and for site-level integration
Must be able to provide systems synthesis support in assigning functions to structures, systems, and components, physical architecture elements for individual projects, and site-level integration
Must be able to perform system integration and interface control activities in support of individual program / projects
Must be able to provide analysis and critique of DOE / NNSA systems engineering and program / project management techniques, approaches, and practices
Must be able to develop process description documents that establish the process to be used by organizations to conduct project / program management and/or systems engineering
Preferred
Current or prior certification as a lead auditor
ASQC-Certified Quality Engineer is desirable
Experience with government business practices with DOE / NNSA, is preferred
