Program Analyst IV - Reporting And Compliance Specialist IV

Responsibilities
Research, analyze, and summarize data-driven information in the development of the Consolidated Plan (24 CFR part 91)
Provide assessment of community development needs and housing market conditions; assess data analyses from the American Community Survey (ACS)
Provide and identify summaries of all specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified in the Consolidated Plan
Assist with the development and the distribution of community surveys to identify priority needs for the Plan
Coordinate with department staff in distributing and receiving the Action Plan narrative request, including establishing goals described in the Plan and tracking feedback with the use of Smartsheets and other tracking controls
Assist with the development of the Action Plan Budget (Schedule A), which includes coordinating through budget team meetings, creating and implementing effective strategies for best use of federal funding
Use the Integrated Disbursement and Information System (IDIS) and eCon Planning Suite to perform the following activities:
Enter data and narratives for the annual Action Plan
Project and activity setups for the Community Development Block Grant (CDBG), Emergency Solution Grant (ESG) and Housing Opportunities for Person With Aids (HOPWA)
Address flagged items and activity closeouts
Conduct and set up meetings with other governmental agencies, community groups, and HUD Grantor for the development of the Action Plan; manage responses from the agencies
Process grant reprogramming amendments; prepare City Council Resolutions and present resolution request Council meetings
Assist with the data analysis of the City’s goals and accomplishments using multiple IDIS reports; ensure all matching requirements and compliance with activity caps and low-moderate income expenditures for the Consolidated Annual Performance and Evaluation Report (CAPER) - [24CFR part 91.520(a)]
Coordinate with department staff in distributing and receiving the CAPER data narrative requests and assist with entering this information into the IDIS database
Assist with updating the City’s Citizen Participation Plan; ensure compliance with all federal regulations and guidelines during the process of the development of the Consolidated Plan, Annual Action Plan and CAPER, including all amendments (CFR part 91.105)
Assist with submitting documents and reports online and in newspapers; update citizens with new or annual funding
Provide and distribute notifications including flyers, surveys, federal funding updates, public hearings, webinars and amendments to the public, via email and/or physical distribution
Monitor and address citizens’ comments from the Consolidated Plan email
Coordinate and conduct public hearings for the Consolidated Plan, Annual Action Plan and CAPER; provide timely feedback to participating citizens
Assist with the Fair Housing Report updates; coordinate meetings and conferences (webinars) with the Fair Housing Center
Perform special projects related to new federal grants and other duties as assigned
Attend HUD federal funding related trainings and workshops
Update and maintain monthly contract information in the Sub-award Reporting System
Qualification
Required
Bachelor's degree from an accredited college or university with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, historic preservation, or a closely related field
Minimum of four (4) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing and community development, or other financial data
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position
Preferred
Two (2) years of experience as a program analyst, or closely related position
Master's degree in business administration, public administration, public policy, economics, finance, accounting, urban studies, historic preservation, or a closely related field
